1. reported the first part of Mission 1110
acquired fair to good KH-4 photography on portions of the USSR,
China, Northern North Korea and the Middle East between 21 and
29 May. Despite 75 percent cloud-free coverage, many high
priority targets were not photographed because of adverse weather
predictions in the target area. Some important targets such as
the MRBM/IRBM sites that were predicted as cloud-covered during
accesses on the first bucket were programmed for coverage on the
second bucket, for which 80 percent cloud-free coverage is anticipated.

CIA Member, and the Chairman, ICRS, on aircraft and drone activities
in the Far East and Cuba, and on coverage of special targets in the
Far East are summarized in Tab D.

mission, specifically scheduled following the reported
readout on possible Free-Rocket-Over-Ground weapons (FROG's)
in North Vietnam was flown yesterday (10 June). (See Tab A,

opened his presentation on the
proposed COMIREX mission exploitation guidance system by
referring to the Committee's charge to EXSUBCOM to prepare
specific mission exploitation requirements and guidance for
possible airborne reconnaissance of the Middle East (see COMIREX-
M-89, Section V, paragraphs 4-10, 19 February 1970). At that time
he had pointed out to the Committee that EXSUBCOM member agencies
had been involved since October 1968 in a detailed review of mission
exploitation and reporting requirements for all COMIREX targets
requiring exploitation at the national level. He noted that a major
handicap in pursuing the over-all review had been the absence of
common community language to be employed for definition of
imagery exploitation requirements and to express priorities and
level of readout required for the various systems. In light of this,
the COMIREX staff developed the proposed system to include uniform
terminology and format which the whole Community could adopt and
apply uniformly in stating any and all mission exploitation require-
ments, whether acquired by satellite or airborne reconnaissance.
It was then possible to proceed quickly and effectively with formu-
lation of the Middle East requirements within this system.
9. He noted that, while specific regional exploitation
requirements had been developed and approved in the past for both
North Vietnam and North Korea, experience had shown there was
not any effective procedure to maintain them on a current basis and
insure their responsiveness to the changing situation. For that reason,
although draft requirements for the Middle East had in fact been
coordinated within EXSUBCOM several weeks ago,
had not submitted them to COMIREX for approval until the proposed
mission exploitation guidance system for maintenance had been con-
curred in by NPIC. He then proceeded to describe the proposed
COMIREX mission exploitation guidance system which when adopted

Status of ARGO Support Activity (T-KH)
1. noted that NPIC has been requested to
brief the 17 June ARGO Steering Committee meeting on KH-4
Mission 1110 coverage of the Rumanian floods. (See page A-1. )

reported on the status of imagery
collection in response to the request by the Chairman, ARGO
Steering Committee, for possible KH-4 coverage of selected
with improving the response of the Federal Government to national
disasters. COMIREX earlier had determined that KH-4 photography
could not be provided in the time frame required. Subsequently the
decision had then been made to employ Air Force and CIA U-2 assets
utilizing the Iris II camera system against the requirement. (See
COMIREX-D-38.2/1; COMIREX-M-95, Section IV, paragraphes 3-7;
and COMIREX-M-96, Section IV, paragraphs 11.15).

4. To date six missions had been evaluated by USGS,
three Air Force and three CIA. These had provided coverage of
about 70 percent of the requested area. The procedures developed
for feedback of mission success and recoverage requirements to the
operators was working satisfactorily and he was optimistic about
completing the project prior to the advent of the hurricane season.
He also reported that USGS has reported the quality of the photog-
raphy to be generally very good.

5. presented a status report on COMIREX
support to the ACDA planned Field Test-51 (see COMIREX-M-81,
Section V, paragraph 3). He reviewed the background of the ACDA
request to COMIREX and the accomplishment to date. He noted that
the poor weather in the area of the proposed test, the conflict with
higher priority COMIREX targets, as well as target conflicts within
the FT-51 area itself, made the achievement of an adequate imagery
data base on the targets extremely difficult. This is shown by the
fact that so far only eight successful data base photographs have been
achieved out of 94 attempts. A copy of the graphics used by

7. In commenting on the NPIC briefing of results from
Mission 1110-1, noted that, with regard to parts of
Communist China on which we have not had photographic coverage
for three years or more, it may be necessary for us to take higher
risks with regard to weather predictions in attempts to acquire
coverage on upcoming missions.

8. The Acting Chairman informed the Committee on
steps taken by DIA to accelerate the field's processing of imagery
from Southeast Asia missions. In view of the increased Community
interest in Cambodia and the SEA area generally, DIA had earlier
provided for accelerated delivery of film from these missions to
the Washington area. Now they were attempting to expedite all
phases of the process as applied to the full range of the various
types of missions in the area.
9. At this point the Acting Chairman also wished to
note his commendation ofi l? for a particularly fine
presentation on the Bathu area of Cambodia (see Tab A, page A-5

drone mission. Special film distribution requirements have also
been issued as a modification to the standing requirements document
(COMIREX-D-34. 6/1 and amendments thereto., ) These special require-
ments provide that one duplicate positive (DP) print each for CIA/IAS
and DIAAP-9 will be included-in the first priority shipment to NPIC.
This modification to the standing film distribution requirements was
an exception and does not constitute a permanent change to the normal
distribution priorities.

General Observations on Mission 1110-1
1. reported six of the 24 Soviet ICBM
complexes were covered on 1110-1. No new launch sites were
observed. New information was obtained, however, from coverage
of portions of at least 25 MRBM/IRBM complexes. Two new
Type III-D launch groups and a new (11th) III-D site which has not
yet been assigned to a group were identified at the Derazhnya
MRBM Complex. Two III-D launch sites were also newly identified
at the Pervomaysk IRBM Complex. A full report will be available
following study of Mission 1110-2.
2. The Tyuratam Missile and Space Center was obscured
by heavy clouds. Only the main support base at Plesetsk was covered
and no significant activity was noted there. Coverage of Sary Shagan
revealed no change in the new radar reported at an earlier meeting
(see page A-4 of COMLR,EX-M-93).
BADGER Activity in Communist China
3. reported the largest number of BADGER
aircraft observed in Communist China to date. Eight BADGER
aircraft were identified at Wu Kung Airfield, the home base for
BADGER's, and four others were observed on the same pass at
the Hsian Airframe Plant.
Rumanian Flood Conditions
4. reported that Mission 1110-1 provided
coverage of parts of Rumania on 30 May. Although the flood waters
were already subsiding by this date, there was evidence of high
waters in Central and South Rumania where coverage was obtained.

It had not been possible on 1110-1 to acquire photography of the
other areas of reported major damage in Western and Eastern
Rumania. A comparison of coverage on 1110-1 with that in
September 1969 (Mission 1052) showed high waters over river
banks and road and rail lines which would tend to confirm reports
of property and crop damage. lisplayed graphics
showing evidence of flooding in the following areas of Rumania:
Alba Iulia, Apata, Slatina, Turnu Magurele, and Pietrosani.

solely an ARVN ground operation. I 'commented that
graphics he presented showed this action (Operation "Rock Crusher")
involving 18,000 ARVN personnel in a three-pronged attack had been
a highly effective tactical operation.
Evaluation of Possible FROG Equipment in North Vietnam
16. I
reported on a special briefing to the
Project Task Group following the arrival of 2 June
GIANT SCALE photography of North Vietnam in Washington on
Sunday evening (7 June). Field readouts of this GIANT SCALE
photography had originally reported 41 possible FROG transporter
launchers in the Vinh Yen area of North Vietnam. Analysis of
the photography in Washington indicated the vehicles were not
FROG transporter launchers, but the quality of the photography
precluded positive identification, said an attempt had

been made in briefing to give the key reasons for
deciding the vehicles were not FROG launchers. The objects
present a very low profile in stereo and this was the main
argument against their being considered FROG transporter
launchers. A second reason was the total lack of track vehicle
activity in this entire area. There are extensive storage facilities
for trucks and construction equipment in this area as well as crates
of all sizes and smaller vehicles. NPIC analysts believe, and DIA
agrees, that the vehicles are low-bed trailers.
