The NRO Representative introduced

by the NRO. He noted there were some promising prospects
in this field that should provide us with considerably improved
film quality as well as capabilities we do not have at present.

policy of not accepting contracts for the development of new
emulsions or materials. The only way to have them work up a
new product is to convince them of a need and a potential market,
as in the case of the new SO-242 color film. There are other
companies, however, that will accept an R&D contract for a
specific type of film and the government then owns the rights to the
resulting product.

1. The satellite schedule as of 5 March 1970 is
attached at Tab C. reported Mission 1109 was launched
at 1714 yesterday (4.March). Through Rev 8, about 25 percent of
the first bucket's film had been expended and if good weather
maintained it was likely that the first bucket would be returned
early. cautioned that, while the assessed weather
coverage appears exceptionally good for most areas, the weather
for Eastern Europe and the Western USSR is currently about
15 percent below normal climatology for this time of the year due
to storm conditions. asked if the Doppler was
operating and replied that it was being calibrated on
Rev 10.
2. With regard to the high interest in obtaining coverage
of the Soviet Belorussian Military District, where field exercise
during the mission. Weather is down to around 10 to 15 percent at
the present time, however.

granted for a GIANT SCALE mission over North Korea during
March. ICRS,has discussed targets for the mission and members
have been asked to provide any additional target recommendations
by close of business today.

activities, coverage of special targets in the Far East, and
satisfaction of the Cuba 56-day requirement are recorded in Tab C.

important point that the CCRP not only expresses minimum quantities
of high-resolution surveillance coverage required against a variety of
target categories but that it also provides guidance on the importance
of continuity of coverage and the mission-by-mission needs related to
highly current problems. He noted, for example, that NPIC briefings
to COMIREX regularly point up the importance of this need for
continuity of coverage in order to ascertain and follow the course and
pace of critical new developments. He emphasized that the continuity
of coverage now being obtained is very marginal and of considerable
concern to this Committee.

He wants to be sure he has an accurate and up-to-date understanding
of it at all times. He said that he planned to recommend that
COMIREX await the results of the DIA/CINCLANT coordination and
then move rapidly to complete action and forward the revised
requirement to the Board. He noted that the second draft distributed
at today's meeting is written on the assumption and the hope that
coordination with CINCLANT will result in an agreement to the
requirement for coverage of the
island. If CINCLANT does concur in that provision, he would hope
to be able to move the new requirement on to USIB without further
discussion in COMIREX unless he receives guidance to the contrary.
He asked that members review the draft and notify the Executive
Secretary of their concurrence or any specific change they recommend
so that COMIREX action can be completed as soon as the DIA reply
is received. stressed that, in any case, he did not believe
that COMIREX could delay beyond the presently promised due date
for the DIA/CINCLANT coordination.
CORONA Search Requirement Revision (COMIREX-D-13. 3/2)
7, The Chairman apologized for the fact that the draft
paper on the proposed revision of the CORONA search requirement
is not ready for circulation. He believed, however, that nothing is
being held up or impeded in the current operation of the CORONA
program due to absence of the subject paper since explicit guidance
already has been given tc the NRO to use, to the extent possible, the
newly defined areas outlined in the recent amplification of
requirement (COMIREX-D-15.2/ 14) in operating the KH-4 program.

MEMORANDUM FOR: The Committee on Imagery Requirements
and Exploitation
SUBJECT : Cuba Photographic Coverage
Reference . Proposed USIB memorandum from COMIREX,
subject as above.
1. The JCS has approved the deletion of the current two-week
target sampling requirement on Cuba and has recommended that
periodic photographic overflights be maintained at a frequency of
no less than 30 day intervals to maintain presence and to provide
for operational consistency .
2. Reduction of the requirement for coverage of the total land
mass every 56 days was not addressed by the JCS and, by separate
action, the JCS has directed DIA to prepare such a study and forward
their recommendations to the JCS as a coordinated DoD position.
3. DIA presently is in the process of securing CINCLANT views
on a proposal to reduce the area coverage requirements to a once
quarterly basis. Upon receipt of CINCLANT's response (11 March 1970),
a DoD position will be effected by DIA as soon as possible, but not
later than 20 March 1970.
4. Request that submission of the referenced memorandum be
held in abeyance until such time as the action in paragraph 3. is
completed.

Meeting Highlights
COMIREX-M-91, 5 March 1970,
1. Satellite Operations
The NRO reports successful orbit of KH-4B Mission 1109
on Wednesday, 4 March. First bucket return is scheduled
for 13 March, but may be earlier due to favorable weather
encountered over most areas. Significant exceptions,
however, are the East Europe and critical Western USSR
areas where storm conditions prevail and much of Communist
China.
DIA and the Services are particularly interested in getting
coverage of the Soviet Belorussian Military District bordering
Czechoslovakia where field exercise Dvina is under way.
They are to work with ICRS during course of 1109 to assure
the NRO receives priority guidance in attempting to photograph
this area.
Mission 1109 was originally scheduled for 18 February but
was postponed because of serious problems with Ultra-thin
Base (UTB) film. As a result, UTB film will not be used in
the CORONA Program. Only three other KH-4 missions are
scheduled for 1970--on 20 May, 19 August, and 18 November.

Revised Cuba Coverage Requirements
Final action on the new draft Cuba requirement was again
postponed at DIA's request. As has been the case for the past six
months, the delay is due to DIA's difficulty in obtaining definitive
JCS and CINCLANT guidance on contingency planning needs. On
Wednesday (4 March), however, the Joint Chiefs finall addressed
the problem. They approved deletion of the current 25X1
sampling requirement on Cuba and recommended tha periodic p oto-
re ce overflights be maintained at a frequency of no less
thco an~ntervals. Both points had already been covered in the
pending COMIREX draft.
The remainin issue is whether complete coverage of the
island is needed as ,provided in the present USIB
standing requirement, or only quarterly, as called for in the new
draft requirement. On this the JCS directed DIA to consult with
CINCLANT and develop a "coordinated DoD position". CINCLANT's
response is due 11 March and DIA expects to be able to respond to
COMIREX shortly thereafter.

The Chairman stated he had been asked to provide the
DCI with a report on the status of the Cuba requirement and the
action taken. He would recommend that COMIREX await DIA/
CINCLANT coordination, with the expectation that the Committee
could then rapidly complete its action and quickly forward the
revised requirement to USIB. In any case, however, COMIREX
could not delay this action beyond the presently promised due-date
for the DIA contribution.
