1, introduced NPIC briefings on the
following topics: (1) S M Launch Site, Wuchai, China; (L) Sino-
Soviet Border Activity; (3) SA-3 and Other Activity, Egypt;
(4) Update on SS-9, SS-11, and SS-13 Launch Sites; and (5) Radar

1. COMIREX-M-92, covering the meeting of

1. The Chairman explained that the draft criteria
forwarded to members for their review prior to today's
meeting is meant to provide coverage accounting guidelines
reflecting the provisions of the new requirement (COMIREX-D-24. 3/1).
It is not intended to be so rigid or arbitrary as to prohibit the
exercise of judgment in applying the coverage-accounting criteria
but is intended to assure uniformity. Discussion of the draft
centered on two main questions: (1) the percentage of cloud cover
that would be acceptable to allow athree-by-three nautical square
mile WAG cell area to be counted as having been covered and
(2) the time frame within which NPIC would be expected to provide

Follow-up Action on China Search
25X1
1. Referring to the discovery on Mission 1109
photography of asurface-to-surface (SSM) launch site at
Wu Chai, China, (see Tab A, paragraphs 1-2) that had clearly
been missed on search of photography from earlier missions
covering the same area, noted that concern has
been expressed throughou a in a igence community as to
the possible deployment of SSM's in other parts of China, As
a result, a special China Search Team has been organized and
began work in at opening of business today, The
team, headed y is made up of~~hotographic 25X1
interpreters from NPIC, three from IAS, and three from DIAAP,
This group is to carry out by 26 April an exhaustive search of
all available photography of China for evidence of SSM activity.
Each team member will be assigned specific WAG areas for
search a w' begin by searching the most recent KH-4,
coverage of each WAG cell for which he is
response e. a interpreters will work back through the
available coverage to the most recent clear photography of
sufficient interpretability to reveal possible SSM activity. Older
duplicative photography, including U-2 coverage, will not be
searched if more current photography shows the area with sufficient
clarity to negate suspect SSM activity. In areas of high target
density more than one team member ma review the photography to
raise the confidence level. stressed that the members
of this team have been relieved of all other responsibilities and will
dedicate full time to the special search until the job is completed.

of major interest is found during this special search effort there
will be prompt notification to the community. In any case, COI~iIREX
will be kept informed of the progress of the search and will be
briefed on the final results,

3. The Chairman asked whether it would be possible.
to record by 50-WAG cells the areas covered in this special
search effort so that the results could be included in the area
coverage data files and used in COMIREX current accounting
similar to that now done for South China (reference COMIREX-M-89,
Section IV, page 10, paragraphs 2-3), indicated Z~X1H
this would be done and noted that NPIC planned to develop a map of
China color coded to show the search areas covered and dates of
coverage,

6. urged COMIREX members to work
personally with their ICRS representatives to be sure they
establish a very clear order of priorities, recognizing that a
certain amount of inventiveness and close attention to detail
will be required to try to cover everything needed. He stressed
that attention must be focused on such points as whether there .is
a firm or flexible requirement for stereo with respect to a
particular target and whether one target can serve as a sampling
for others.
7. noted that Navy also has a high
degree of interes in zs area as a result of a reported flight by
a possible vertical takeoff-type aircraft from a Soviet helicopter
carrier in the Mediterranean to an undisclosed destination in
Egypt, Captain Moffit pointed out that, if this report is true, it
would mean the Moskva-class carrier has a potential we have
not known about, This may tie in with the activity at Mersa Matruh
and Cairo West airfields,
8. oted that the NRO is presently looking
into ways to optimize coverage of Egypt, Kovylkino in the USSR,
and Wu Chai in China. He stressed that their Operations Center
would like to have priorities identified as early as possible so
detailed targeting can be worked out.
Cuba Requirement Revision (COMIREX-D-24.3/1)
9. eported that DIA has instructed the
Strategic Air Common to is continue scheduling of overflights
of Cuba to meet the old two-week target sampling requirement,

Intelligence Board had approved the revised statement of require-
ments for overhead photographic reconnaissance of Cuba as

b. The initial examination of Mission 1109
results indicates 30 percent of the positioning targets
were acquired on the first bucket. It appears that we
should be very close to the NRO's 40 percent coverage
estimate for the entire mission.

the absence on TDY of both the Chairman and the Alternate Chairman
from 12-30 April.
COMIREX Meeting Schedule During April
15. The Chairman solicited views of members on
whether it would be necessary to hold a special COMIREX meeting
next week to cover any unfinished items of business before his
departure. Since no one expressed a need for a special meeting,
it was agreed that regular meetings would be scheduled for 16 and
30 April.

16: The Chairman briefly reviewed some topics on
which he would hope progress could be made over the next several
weeks. These included, in addition to consideration of VHR
requirements and a review of the CCRP (see paragraph 4, Section
V), the status of coverage and need for revised requirements on
North Korea and completing the revision of the North Vietnam
requirements.
New Air Force COMIREX Member and Alternate

17. The Chairman announced that Colonel James C. Wayne
will replace Colonel Clark E. Davison as the Air Force Member of
COMIREX and that Colonel Norman Katz will replace Colonel Hodgson
as an Alternate. After introducing Colonel Katz, harked 25X1A
Colonel Davison far the help and support he has given to the Committee
and expressed the best wishes of all for success in his new assignment
as Commander, 548 RTG, PA CAF. Golonel Davison replied that he
had learned a great deal during his tour as the Air Force Member of
COMIREX and he felt it had been a very pleasant and rewarding
assignment.

Imagery Collection Requirements Subcommittee
1. reported that he has received
inputs from I mem ers on revision of the North Vietnam
requirements. He plans to have a coordinated ICRS recommendation
on an updated North Vietnam requirement ready for GOMIREX
consideration within a few weeks.

Imagery Exploitation Subcommittee
2? reported that EXSUBCOM has
developed and coot inated first- and second-phase mission
exploitation requirements for airborne reconnaissance over the
Middle East. He is now in the process of preparing the draft
instruction for review by COMIREX.
Data Base Working Group
3? reported he and the Exploitation Products
File Coordina or ave completed a statistical analysis of reports
produced in the community during CY 1969. He noted there had
been 5, 772 reports produced during CY 1969 and perhaps some
consideration should be given to the various forms that these
products take and the overlap among them. He cited the example
of mission reports being put out in teat volume in three different
formats cables, and computer tapes),
4, The Chairman, DBWG, reported that his Working
Group is still awaitin a DIA position on the future handling of the
Object Data File. asked COMIREX members to encourage
support of efforts within their respective agencies by
identifying e mayor underlying issues and doing quickly whatever
is necessary to resolve them.

1, reported the identification of a surface-
to-surface missile (SSM) launch site near Wu Chai, China, on
photography pointed out similarities

and D at Shuang Cheng Tzu Missile Test Center.

Sino-Soviet Border Activity
4. ommented that 1109 had been one of
the best missions ~ or coverage of the Sino-Soviet barder area,
He reported widespread Soviet military exercise activity along the
entire length of the border area. He believed this was probably
seasonal training and had not been previously observed at such a
high level before because we lacked the type of coverage provided

by 1109. Anew installation containing probable barracks
buildings and a vehicle park is under construction at Taldy
Kurgan 100 n. m. from the USSR-China border. It was
impossible to tell from KH-4 photography whether
the vehicle park is far military vehicles,
SA-3 and Other Activity in Egypt
6, noted that search for evidence of
the introduction of missiles was the primary item of concern in
Mission 1109 coverage of Egypt. There were two good passes
over the area of the Siwa Oasis, As Sallum, and Mersa Matruh.
No missile-related activity was evident, Anew airfield was
observed under construction in the Siwa Oasis area. The two
passes over Cairo were mostly cloud-covered, so interpreters
were not able to get as much information on that area as they
had hoped.

7. Mission 1109-2 provided confirmation of SA-3
surface-to-air missile (SAM) activity in the Alexandria area.
A total of eight SA-3 sites--five firm and three possible--have
been observed. Of the five firmly identified sites, four are
occupied, The fifth identified site alon with one ossible,
are near Illyankas Airfield which, 25X1 C
the Soviets have taken over since January 0.

Four of the constructian sites are in the Cairo area and 15,
many of which resemble the Cairo sites, are within 20 n, m.
of the Suez Canal.
Update on SS-9, SS-11, and SS-13 ICBM Launch Sites
10. provided an update on Soviet SS-g,
SS-11, and SS-13 launch sites, noting that between the two
buckets of Mission 1109, complete coverage had been achieved of
all six of the Soviet SS-9 launch complexes, He reported the
identification on Mission 1109-2 photography of a new SS-g
group with one launch site under construction at Uzhur, and
pointed out that, in checking previous coverage of this site, it
was found that actual construction of support-type buildings
was under way but no excavation was detected until
this mission.
Mission 1109, In response to the Chairman's question,
11. noted that no new group IIIC (SS-9j or
IIFD (SS-11) IC starts have been identified in 1970. Yoshkar
Ola was not seen on 1109-2, but four new SS-13 sites were observed
there on 1109-1. The one pass over Pervomaysk IRBM Complex

on Lines of Communication (LOC) targets pertinent to
the introduction of Chinese forces into North Vietnam
(see COMDR-D-25/207, 4 March 1966). The number of

remains at 320.
b, Coverage of North Vietnam to detect the
possible introduction or deployment of offensive
missile systems (see COMDR-D-25/200, 23 May 1967,
