4. The DIA member reported that, of 27 BUMPY ACTION
missions flown over North Vietnam during the period 15 August -
4 September 1969, 18 were successful and nine were lost. Questioned
known whether losses over Vietnam are due to technical problems or
are the result of enemy action. Two of the nine lost crashed in the
water. Details of the BUMPY ACTION missions follow:

a. Surveillance coverage was reported on three
priority Lines of Communication (LOC) targets pertinent to
the introduction of Chinese forces into North Vietnam (see
COMOR-D-25/207, 4 March 1966) during the period 28 August -
3 September. (See underlined targets in listing at Tab A. )* The
number of LOC priority targets in South China and North Vietnam
was reduced to 337 with the deletion of twelve targets in South China.
b. Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
systems (see COMOR-D-25/200, 23 May 1967, and
COMIREX-D-25. 3/2, 20 November 1967) is shown on
the grid map at Tab B for the period 2 1-27 August 1969.
Four BUMPY ACTION missions flown during this time
period and reported as successful have not been included
on the map. No SSM activity was observed.

9. reported that for the 56-day period
beginning 10 July 1969 eight OLD HEAD missions were flown over
Cuba and provided 91. 7 percent coverage of the area. During this
period 171 of the 187 targets in Cuba were covered completely on
cloud-free photography, not including the most recent mission flown
on 31 August.

has been working on a paper which describes the National Intelligence
Data Base in some depth in an effort to provide a document basic to
understanding what the data base is all about and requested an
expression of whether or not COMIREX would be interested in such
a report. The Chairman indicated that he felt such a report would
be a useful document and directed o proceed with its 25X1A
25X1A preparation, estimated that the report will be available
in two or three weeks.

meeting on Wednesday, 10 September, at NPIC and invited COMIREX
members to attend. A meeting of EXRAND's newly created Procure-
ment Coordinating Team will follow the regular EXRAND meeting.

Report from Mapping, Charting, and Geodesy Workiniz Group
3. I Ireported that the Mapping and Charting
community is expecting a visit by for three
weeks beginning 27 September. The subject of the visit is to be ADP
exchange. However, I said that the MC&G people are in
touch through DIA with the deliberations of General Taylor's Automatic
Data Exchange Working Group (ADEX). (Reference paragraph 15,
Section IV, these Minutes)

flights of the TAGBOARD vehicle. ICRS members were asked to
submit any additional targets not included for and a
new target deck incorporating them was then constructed and provided
to NRO. commented that he understood there was
some dialogue going on between the NRO and DIA on procedures for
passing the targets to the JRC.
cautioned that the NRO has not
proposed to the 30 Committee that the final tests of TAGBOARD
be flown in an operational environment but does plan to do so when
they have all the information they need on priorities, tracks, etc.
6. In answer to a question regarding classification of
the product of these missions if flown, the DIA member said that
he believed the photography would be classified SECRET NO FOREIGN.
He also stated that the film would be returned for processing at
Eastman Kodak and readout by NPIC.
7. The State Department member believes that, since
other drone photography of South China is SECRET, this could be
also; but he felt that, if North Korea overflight was included, that
photography would have to be handled separately (see paragraph 17,
Section IV, these Minutes).
8. Since GIANT SCALE activity contributes a great
deal to the satisfaction of North Korea requirements, it was the
general consensus of those present that TAGBOARD coverage of
South China should be regarded as primary for consideration with
coverage of North Korea as an alternate.
Chairman's Report on Actions Involving the NRO U-2 Utilization
Study Group
on 3 September in answer to the NRO request described in a cable
to COMIREX members last week (OPCEN 0113) for a review of the

use of U-2 aircraft. said that he provided information on
the general status of standing requirements in various parts of the
world and then reviewed Cuban requirements and the use of U-2s
in their fulfillment. I also reviewed the U-2 coverage in
Southeast Asia and the relationship of that imagery to other systems
and discussed the problem of coverage of China in particular and
some of the operational problems in South China that regularly plague
attempts at collection by satellite reconnaissance- -weather and
limited access.
10. told COMIREX that Dr. Naka's interest at
this particular time is to review the U-2 program from the NRO
point of view, particularly in view of its having been stood down in the
China area for quite a long period of time. The cost of maintaining
a capability that is not being used on a regular basis has to be weighed
against the value of having such a capability available. said
that he felt that this is an important capability to retain since there is
no substitute for it in terms of flexibility and the ability to deploy
and use it on a world-wide basis quickly if needed.
11. Reporting further on the meeting with Dr. Naka,
Isaid that Mr. Lawson Moyer had briefed on the general
pro em o obtaining political permission for this kind of overflight,
pointing out that it is impossible to look ahead and predict with
precision that an asset such as this will or will not be used.
Mr. Moyer is arranging a briefing for Dr. Naka in the Department
on the general political climate and the considerations that are involved
in using a capability such as the U-2.
12. indicated that Dr. Naka's ad hoc group will
be continuing its study over the next month or so and, in anticipation
of probable requests for additional briefings and for more specific
information or guidance, requested COMIREX members
to examine the views within their agencies with respect to requirements
that the U-2 can be used against.

was deferred pending COMIREX action on the handling of GIANT SCALE

16. During discussion of the FY 1970 Basic Requirements
papers submitted by EXSUBCOM for committee approval (see paragraph 1,
Section V), the CIA member noted that four of the eleven papers under
consideration contained a requirement for preparation of Standard
Imagery Target Definitions (SITDs) on targets listed therein. He
conside ed this to be an aut orized conti uatio-n o e ITD ro ram
and s o ~pp'rove e ocuments contain n-g--this r ire nt/e
pointed out that although this issue had been before the

Committee for sometime now (see COMIREX-M-55, 21 November 1968, dam`'
and COMIREX-M-58, 19 December 1968), COMIREX has never validated
a requirement for SITD production and CIA continues to hold strong
reservations as to the value and utility of such a program. In surveying
his Agency's components he had found no significant need for the SITD
product that would justify its probable. costs. In the ensuing discussion
the DIA representative and the Chairman, EXSUBCOM, stressed the
potential value and importance of the SITD concept in the computerized
data environment anticipated with the advent of near-real-time readout.
They also felt the costs of future SITD production would be minimal
since the sheets would replace photographs routinely included in Basic
Reports and would not be produced as separate publications. On the
basis of the varying views expressed in the. discussion, the Chairman
proposed and the Committee agreed that a sample test base of up to 100

SITD items representative of various categories be selected by the
Chairman, EXSUBCOM, assisted by a DIA representative. These
are to be published by NPIC for review and assessment by member
agencies as to utility of format and content and cost justification.
EXSUBCOM will report back to the Committee at the earliest feasible
date the results of this sample evaluation and make recommendations
for COMIREX consideration and action. Pending completion of this
evaluation, the Committee gave provisional approval only to the
requirement for SITD preparation contained in four of the FY 1970
Basic Requirements papers under discussion.
Review of Procedures for Handling GIANT SCALE Materials Coverin
North Vietnam 1T-a2

17. The State member, Mr. Moyer, expressed the Department's
concern over the relatively low classification and dissemination controls
currently employed by the community in publications and documents
containing photography and intelligence derived from GIANT SCALE
missions overflying North Korea. In view of the highly sensitive
political aspects of overflights of North Korea at present, the Department
considers it vitally important to hold such information on a very limited
need-to-know basis and requests that steps be taken to insure that
stringent classification and distribution restrictions are applied in the
intelligence community to publications or issuances in which any revelation
of GIANT SCALE overflights is made and to reduce to an essential
minimum the number of people who will be informed. The DLA member
reviewed for the Committee the text of DIA's June 1969 instruction to
appropriate field commands stressing the sensitivity of GIANT SCALE
operations and products covering North Korea and setting forth strict
limitations on the handling and use of these materials. He pointed out
that upgrading the authorized basic security classification of SECRET
NO FOREIGN would pose serious problems for the handling and use of
GIANT SCALE materials in the field. The Chairman noted that in any
case a distinction was clearly required between the rules for handling
GIANT SCALE materials covering North Vietnam and those obtained
over North Korea.

18. Following discussion of various means by which
State's requirements might be satisfied, the Chairman directed
the Sanitization and Decontrol Working Group to urgently under-
take a review of current procedures for handling GIANT SCALE
materials on North Korea and submit for COMIREX approval
recommended guidelines and instructions to insure appropriately
secure handling and limited dissemination of these materials in
the future. In the interim, 1irected all agencies to take
immediate steps to strictly s and distribution of GIANT
SCALE materials on North Korea to those with authorized need-to-
know.
