two priority South China/North Vietnam requirements as follows:
a. Coverage of Lines of Communications (LOC)
pertinent to the introduction of Chinese forces into
North Vietnam (see COMOR-D-25/207, 4 March 1966).
The number of LOC priority targets in South China
and North Vietnam remains at 142. For the period
9-15 January 1969 surveillance coverage was reported
on one priority target in South China and eight priority
targets in North Vietnam. The specific targets are
underlined in Tab A.
b. Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
systems (see COMOR-D-25/200, 23 May 1967 and
COMIREX-D-25.3/2, 20 November 1967) is shown on the
grid map at Tab B for the period 2-8 January 1969. No
SSM activity was observed.

beginning 21 November 1968, 11 GLASS LAMP missions were
flown over Cuba and provided 93 percent coverage of the area.
During this period 177 of theltargets in Cuba were covered
completely on cloud-free photography not including the most
recent missions flown on 14 January 1969.

Report from Exploitation Research and Development Subcommittee

7, reported that EXRAND has two trips
planned--one in March aboard the John F. Kennedy to see their HE3O_J-2J
in operation and one in May to Perkin-Elmer and Eastman Kodak.
8. The Technical Task Team has completed its report
to EXRAND. It is anticipated that EXRAND will submit a report
and brief COMIREX, probably sometime in May, after its
members have had an opportunity to review and discuss the task
team effort.
9. reported that EXRAND has made
several recommendations to the Community on joint procurement of
reconnaissance equipment.
10. As a result of discussions at yesterday's EXRAND
meeting, it was the consensus that there is a real need for a
small coordinating team to follow procurement plans of the various
agencies and to advise EXRAND of potential duplications or other

CCPC Request for Information on Assets Devoted to Cuba

1. The Chairman advised COMIREX that the Critical
Collection Problems Committee has circularized the Community
for information concerning assets being devoted to Cuba. He
reported that his reply will state the current COMIREX requirements
for coverage of Cuba, as approved by the Board, and will indicate
what is being done to try to satisfy them. Resources devoted to the
actual collection, processing, and readout presumably will be
reported by the components involved.

2. The Chairman, ICRS, reported that his Subcommittee
has studied the question of continuing the use of the Delta III camera
over Cuba and is recommending that its use not be continued
beyond February. The overriding consideration in arriving at
this recommendation was the fact that the U-2R, which will be used
over Cuba beginning in February, cannot handle the Delta camera
without costly modifications. COMIREX approved the ICRS
recommendation.
Need for Camera Attitude Accuracy Data in the
3. The Chairman referred members to a short draft
statement concerning the NPIC need for camera attitude accuracy
in and explained that the memorandum was written
to reflect the COMIREX position that, although NPIC did not need
attitude accuracy data for positioning since DoD is tasked to provide
this information, they do need sufficiently accurate data to carry out
the mensuration for which NPIC is responsible.

4. Following discussion, it was agreed that the draft
statement should be rewritten to state the need for camera attitude
accuracy as a requirement to the NRO. ill prepare
the new memorandum and coordinate it with and with
prior to submitting it again to COMIREX for
approval at next week's meeting.
Proposed COMIREX Orientation Tour
5. rovided COMIREX members with
a proposed itinerary for the orientation tour to various agencies
on the West Coast. The main itinerary provides for departure
from Washington on 2 February and return on 7 February and
provides for visits to I imockup facilities at Huntington
Beach; Sunnyvale; and Beale Air Force Base. An optional extension
of the tour on the 10th and 11th would provide a visit to Edwards
Air Force Base for a U-2 orientation tour and to San Diego for an
update on drone capabilities.
Guidelines for Dealing with Government Agencies Outside the
Intelligence Community
6. The Chairman reported that Admiral Taylor had
called a special session of all USIB Committee Chairmen on behalf
of the Director of Central Intelligence to suggest that with the advent
of a new administration it would be well to review approved procedures
for dealing with requests for information from non-intelligence
agencies of the government and insure that present practices are
bureaucratically sound. I emphasized that no one is to
discuss the official business of COMIREX with representatives of
any government agency, BOB would be the most obvious example,
before USIB action has been taken; at which point it is up to

as Director, NIPE, to release information. Particular care
should be exercised in avoiding discussion of any divergent views
on an item of COMIREX concern. recommended
that a simple "rule of thumb", if approached by representatives
of non-USIB agencies for information, would be to say that you
are not at liberty to talk to them until you discuss their request
with the Chairman, COMIREX.
