6. I I reported activities designed to satisfy
two principal South China/North Vietnam requirements as follows:
a. Coverage of Lines of Communications (LOC)
pertinent to the introduction of Chinese forces into North
Vietnam (see COMOR-D-25/207, 4 March 1966). The
number of LOC priority targets in South China and North
Vietnam remains at 142. For the period 23-29 January
1969, baseline coverage was reported on Xom Ap Lo Ammo
Storage and PW Camp N-51 (7A 2198) in North Vietnam.
Surveillance coverage was also reported on three priority
targets in North Vietnam. The specific targets are
identified by underlining in Tab A.
b. Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
systems (see COMOR-D-25/200, 23 May 1967 and
C OMIREX- D- 25.3 / 2, 20 November 1967) is shown on the
grid map at Tab B for the period 16-22 January 1969. One
BUMPY ACTION mission flown during this time period and
considered successful has not been reported. No SSM
activity was observed.

Report from Imagery Exploitation Subcommittee
1. reported that his Subcommittee
is currently in the process of developing requirements for
basic support exploitation for FY 1970. EXSUBCOM is planning
to take advantage of a system developed by DBWG whereby a
part of the work will be done by computers. It is felt that the
printing out of EEIs and header data by machine will allow more
time for analysts to consider the substantive questions involved
rather than being bogged down in the clerical routine. This system
will be tried for both Objects and Weapons Systems.

2. I Irevived the question of the NRO
need for specific EEIs to show what resolutions are needed to
serve the intelligence community--last week had
defined this as differentiating between objects requiring
and those needing 3-5 feet. After some comparison of this require-

identify those particular objects requiring highest resolution

Low-Gamma Processing of U-2 Photography
The DIA members apologized for the fact that
could not be on hand to brief COMIREX
on low- gamma processing of U-2 photography, but indicated that

details. then explained that his primary reason in asking
to have this item on the agenda for today's meeting was to advise
COMIREX that Navy is being requested to apply low-gamma processing
techniques on GLASS LAMP coverage of Cuba. NPIC has been asked
to give the benefit of their advice for this experiment.

6. explained that there have been exposure
problems in the processing of U-2 photography. Eastman Kodak has
done a study on the advantages and disadvantages of low-gamma pro-
cessing over regular gamma and found that picture evaluation is far
better with low gamma particularly when there is an exposure problem.
Prior to the employment of the Delta III, some studies were run using
low gamma on one mission and regular gamma on another. Low gamma
provided greater tolerance for over-exposure. It is felt that further
experiments with low-gamma processing should be tried on GLASS LAMP
photography first.
7. The Chairman indicated that COMIREX encourages this
type of experiment and that the Committee would like to be kept posted
on the results.

1. The Chairman advised members that the new
paper in front of them was the result of a discussion at the last
RPG meeting. It was the feeling at RPG that at this time NRO
does not require a five-year projection but concentration on
FY 1970 for the allocation of funds. The new paper has been
whittled down to accommodate this. added that
NRO will be discussing budget problems later in the year and
in March or April will give COMIREX a statement as to what
support it will require in preparing its estimates for the
balance of the five-year period. The Chairman summarized
with the statement that the new paper restates the search
requirement, restates the surveillance requirement including
the CCRP, reminds the Board that there is an unsettled problem
connected to the indications problem, and informs USIB that
COMIREX continues its interface with the mapping, charting, and
geodesy community and NRO to insure that MC&G requirements
which can be satisfied by imagery satellites will not interfere to
an undesirable degree with other intelligence requirements.
2. A number of changes to the paper were suggested
and agreed to. Given below is a summary of some of the state-
ments or points of view expressed which were significant in the
revision:
a. I objected to use of the
word "schedule" in the title. The Chairman agreed that
the title should be changed so as to emphasize that the
primary purpose is to review requirements for NRO
guidance.

b. The DIA member was concerned with the
fact: that at the time the CCRP requirements were
written COMIREX anticipated growth. felt
that there has been growth but the paper did not appear
to reflect this. The Chairman observed that his guess
was that, whereas the requirements for high resolution
coverage are viable and there may have been growth
in terms of targets, there probably was not much increase
in the number of looks and probably not an increase
which would not be absorbed by the increasing operational
capability of NRO. I did instruct
however, to examine the problem of growth in terms of
targets and looks so that he might decide whether this
aspect should be emphasized. /It was subsequently
determined that deletions of targets had been approximately
equal to additions and that growth of the total CCRP target
deck had been less than anticipated. /
c. Acting on a suggestion by
it was agreed that there should be recognition that the
surveillance requirement is not confined to the Sino-Soviet
bloc. Non-Communist areas will be covered as current
intelligence or other priorities dictate.

Basic Support Exploitation Reporting

1. The Chairman expressed concern as to how
close those given responsibility for basic support exploitation
reporting were going to come to meeting their obligations for
FY 1969. :He was not sure thati quarterly
report as to what had been published provided a realistic measure
of progress and, more important, the ability of each of those who
had been tasked to meet their obligations. The Chairman requested
that a monthly report be substituted for the quarterly report and
asked the Chairman, EXSUBCOM, to press for details as to what
will be produced as well as what has been produced. After
had noted that DIA has already reported some areas
in which it will not be able to meet obligations, the Chairman
urged firmly that all other potential reporters do the same.

3. The Chairman reported that he had accompanied
a small group to ESSA earlier in the week to see how they handle
readout. One of the interesting sidelights of
the visit was being shown pictures that depicted the cause of the
recent heavy rains in California.

5. The Chairman reported that he had attended an
ARGO meeting earlier in the week. He reminded COMIREX that
ARGO is concerned with the use of reconnaissance satellite
photography in earth resources and other non-intelligence problems
and is chaired by Dr. Steininger, Assistant to the Chairman of

especially where security systems are involved, continues to be a
problem. He mentioned Chile as a good example of this problem.
Photography has provided information that there will probably be a
severe drought there this year but the Chilean government is still
not aware of this because the intervening bureaucracy apparently
has not figured a way to impart information derived from satellite
reconnaissance.

7. ARGO has also discussed the use of satellites
and NRP aircraft to supplement overt information. Current
attention is focused on a scheme to use CIA U-2s to support a
project on the West Coast on snow cover. In the meantime,
Great Lakes as an assist in studying ice and shipping problems.
It is hoped that requests of this type can be handled without too
much inconvenience. A channel has been set up through
reported that, based on a request from the
Chief of Engineers, 1106 will be used to get a broad look at the
NRO, as a standard way of raising this
type of problem at a central point. Initially the photography
requested will be experimental, such as the comparison of
aircraft with satellite photography to see whether or not the latter
is good enough for a specific problem.
8. The DIA member reported that the feasibility of
employing photography against large areas of the Everglades is
under active consideration. added that a discussion
of this at ARGO indicated that if this could be done, it,would
save something between five and seven years in achieving the
control necessary to make accurate maps of the area. When
the subject of classification of U-2 photography came up at ARGO,
Interior said that they would probably have the regular flights
flown as cover but would use the U-2 rather than the conventional
photography. explained that the time saving was a
question of the number of models you have to work with. Working
with only seven or eight models instead of 40 or 50 would
considerably speed up the work. The U-2 photography would be
used to set up the models which could then be fleshed out with
conventional or KH-4 photography.
9. concluded with an endorsement of
ARGO as a very worthwhile venture. It gives a small body of
people some practical experience with satellite. photography, thus,
hopefully, educating officials in a position to prevent NASA, Interior,
Commerce, etc. , from spending lots of money on jobs that they
think need to be done because they do not know the available alternatives.

the "unfair competition's tag that might be put on the use of
government; resources to obtain such photography. Private
contractors and members of Congress have proved to be
extremely sensitive to such competition in the past. The
Chairman also mentioned that he understands Dr. Flax has
some pretty strong feelings about being paid back for big jobs;
the only reason. the snow cover job could be done was because
it was a small experimental item.
Approval of Priorities for Mission 1106 and Comments on Changes
in Guidance. Format
11. presented the ICRS-approved priorities
for Mission 1106 and requested COMIREX approval. He noted that
the priorities are presented in a little different format. Targets of
current intelligence interest that fall in holiday areas are listed on
the last page. With a new programmer in use on this mission,
NRO now has more flexibility in taking minimum bursts and it is
understood that this additional guidance will provide optimization
of COMIREX requirements. indicated that NRO
would find this guidance extremely useful. The mission priorities
were approved by COMIREX /published as COMIREX-D-l4. 12/9/.
