Holben, AFNIN CONSULTANTS PRESENT Planning for First PG KH-4 Camera System and Next Special MC&G KH-4 Mission 25X1 25X1 25X1 1. pointed out that our objective should be to arrive at a conclusion concerning this matter, and that certain inputs had been received from land NR.O representatives that should be considered. He asked to cover the background. This was done, and the in- 25X1 formation is contained in minutes of the last meeting. suggested that it might be better to postpone the next special MC&G until the August date, and consider the first PG system to be a search surveillance mission with enough use of the PG to obtain test data and assess its effect on all uses. He suggested that 25 per cent of the first PG camera system mission could cover MC&G areas, broken down by 10 per cent over test areas in the U. S. and the balance in other priority MC&G areas outside the Sino-Soviet area. It was brought out by NRO representatives that the scheduled data for launch of the first PG camera system had slipped from April to about the first of June. NRO and DIA review(s) completed. This view was indicated to apply to the first PG mission from which actual data could be examined to determine whether there was a major problem created. pointed out that along with the PG camera system,,. a new programmer was to be used for the first time, that this programmer permitted much greater flexibility in adjusting to weather conditions, and that he could make a better test of this new equipment on a search and surveillance mission that on an MC&G mission. indicated that the PG system had been lab tested, including reliability, and the chances of the system working satisfactorily on the first mission of the PG system were quite good. -. mentioned that the pan geometry KH-4 system coverage was needed over the Sino-Soviet areal as well as the free world..and, in fact, Sino-Soviet coverage would be more timely for current production programs. suggested that there might be some intelligence priorities __ I indicated which would not be degraded by the IMC trace. F a check would need to be made. The schedule of PG camera systems was discussed, but complete information was not available together with flexibility in making adjustments. I suggested that if the first special MC&G mission with the PG were delayed as was being discussed, consideration should be given to launching the next KH-4 mission without the PG feature as soon as possible, perhaps in April. It was recognized that this brought up other considerations which would have to be evaluated. indicated that representatives from the West Coast could provide some back- ground information that would be helpful to the group, and volunteered to arrange to have the group briefed in the near future. oted that uncertainties as to the scheduling and flexibility of the PG KH-4 systems, together with considerations of the IMC coverage, might warrant fl4r,ther checking,and that this whole matter should be solved at our next meeting. Comments on Revisions to Paper on MC&G R&D Requirements 2. Prior to the meeting, recommended changes forwarded by the DIA member had been circulated to the membership. It was indicated by I and chex.s to a lesser extent, that the paper now seemed to be basically satisfactory', although further improvements could be made. It would be better to replace these state- ments with information more compatible with the way the requirement was presented in paragraph 2. c. Other less significant comments were also made. It was concluded that the DIA member should prepare brief revisions for review by the membership, prior to the next meeting. Review of Revisions on DIA Paper on R&D Requirements 3. This matter was third on the agenda, but was not discussed. Refined Guidance on Sigruificance of Stellar Camera was useful without the stellar camera.
