The Chairman stated that the primary purpose of the meeting was to consider final revisions to the paper on "MC&G Requirements fo which resulted first, from discussions in the COMOR on 22 June 1966 and secondly, from a DoD review to update requirements for photogrammetric control net. MC&G Requirements 2. a. presented a revised statement for the accuracy requirements for a photogrammetric control network required to permit the orderly production of maps and charts to the accuracy requirements stt forth 25X1 A DIA and NRO review(s) completed. It was explained that the revised statement (attached) resulted from analyses prepared by Army and Air Force representatives and discussed in detail in the conference in St Louis on 28 June .1966. Following the discussion, the Working Group,accepted the xevised - statement of accuracy requirements with minor rewording, not involving substantive changes. b. The Chairman proposed for acceptance some revised wordings of the recommendations in subject paper. The order of presenting the recommenda- tions was. reversed as had been. recommended. Revised wording, which was based upon discussions in. the COMOR called for much less emphasis on studies by the NRO to find ways that might provide desirable and economical tradeoffs in meeting geodetic requirements. After discussion,. it was concluded that the NRO should not -only remain cognizant of the state-of-the-art, but should also devote at least a. limited effort to studies that could provide consideration. of these tradeoffs. -Revised language was: developed calling for the NRO to continue to consider improvements that could be made. Further changes. were made in the recommendations clarifying the annual coverage requirements outside the Sino- Soviet area. c. In the way of additional comments on the above subject, spoke in behalf of gaining recognition and acceptance of MC&G requirements as an important part of the total national requirement.. I lof NRO indicated that the COMOR paper on above subject, with. revisions as. discussed, would provide satisfactory guidance to the NR.O. Mr. Matthews wanted assurance that there would be full technical cooperation between the NRO and the MC&G utilization community. The Chairman indicated that this was intended as the normal operating procedure and it was expected that the utilization community would assist. NRO in finding the best solutions to MC&G requirements. I reiterated policy statements made previously that the accuracy requirements set forth in subject paper represented the up-to-date accuracy requirements. However, these require- ments were subject to change due to weapons systems development, operational tactics/and the very process of investigating and validating requirements within the Department of Defense. As significant changes are made in these accuracy requirements emanating from the Department of Defense, revised data will be furnished the COMOR and the NRO. d. With respect to future plans, the Chairman indicated that he hoped to obtain approval of the revised subject paper in the COMOR meeting on Thursday, 7 July, and in the USIB the following week. 25X1 A 3. a. I referred to a draft paper prepared by the NRO representing a summary of MC&G requirements. This paper was circulated to the MC&G Working Group members on 29 June. It was noted that the NRO prepared summary was in accord with the MC&G requirements paper, except that when a range was shown such as pertains to the vertical requirement, the most stringent interpretation of the requirement statement was set forth. It was concluded that while the NRO may wish to see what solutions could be proposed toward the most stringent circumstances, it was intended that the language of the current requirements paper provide the basic guidance. It was noted that this paper also referred to the need to develop criteria as to attitude data, orbital data, time data , and other similar data. I indicated that in response to questions originating wit of CIA concerning evaluation criteria for KH-4 photography, the DoD had in hand.a revised statement (see paragraph 2 of MCGWG-M. .15). While it was. planned to meet wit and possibly others on. this subject in the near future, it was concluded that a statement of these criteria would be furnished the Chairman. of the MCGWG and. disseminated for review as appropriate.
