SUBJECT: Collection Program for KH-4 Photography Toward MC&G Requirements
1. The purpose of this memorandum is to summarize factual information
concerning the collection program for KH-4 satellite photography toward
meeting mapping, charting and geodesy requirements.
2. Enclosure 1 sets forth summary progress information for each successful
KH-4 mission and groups the information in terms of the accomplishments
during the first year following USIB approval of the expanded KH-4 program
to cover MC&G areas outside the Sino Soviet area (1 May 1965 to 1 May 1966),
and for the first four months of the second year. During the period in
concern, mapping, charting and geodesy requirement areas outside the Sino
Soviet area have increased from approximately 23,000,000 to 24,844,000
square miles (SE Asia and low priority areas in Africa and South America).
The square mile data given in enclosure 1 pertains only to those areas
of the world for which there is a valid MC&G requirement for KH-4 satellite
photography to produce maps, charts and geodetic data.
3. The special MC&G missions to be flown in May and August of 1966 set
forth in USIB-D-41.14/291, 5 April 1966 represent a continuation of the
overall program authorized by USIB on 19 March 1965 (USIB-D-41.14/229).
Since Mission 1032 was unsuccessful, the first special MC&G mission in the
second year was Mission 1034 accomplished in July 1966. The second special
MC&G mission was originally planned for August 1966 as the second pan
geometry (PG) mission and is now scheduled for approximately November 1966.
In enclosure 1 where only the first half of the mission is identified, the
second half of the mission failed or was mono coverage only.
4. Within the Sino Soviet Bloc, mapping, charting and geodesy has benefited
very extensively from the search-surveillance program, both in reducing
the coverage deficiency in that area to only approximately 500,000 square
miles and in recovering limited areas where basic photogrammetric compila-
tion requires coverage in larger unit areas primarily to maintain accuracies
in production and secondarily reduce production costs.
5. On 19 March 1965 when USIB approved the two special MC&G missions
annually plus 5% to 20% of the search-surveillance take, it was projected
that fulfilling the 23,000,000 square mile requirement on a constant level
of effort basis would require accomplishment of 12,000,000 square miles

the first year, 7,000,000 the second, and 4,000,000 the third. While
tremendous progress has been made in obtaining KH-4 photography outside
the Sino Soviet area, this progress is considerably short of fulfilling
the 23,000,000 to 25,000,000 square mile requirement over a three-year
period.
6. All data in enclosure 1 can be released with a TALENT KEYHOLE classi-
fication, except for the percent allocated to MC&G in columns 4 and 5.
