At its meeting on 17 August, the SALT Monitoring Working Group discussed an aspect of the monitoring responsibility which is not specifically included in the Terms of Reference we circulated. This is the investigation of possible treaty violations or other anomalies, which is one of the responsibilities of the USIB Steering Group on Monitoring Strategic Arms Limitations (see US(B-D-27.5/5, 27 June 1972). 2. Because investigation could in certain circumstances involve directing special collection efforts against a particular area or activity, the Working Group requests a contribution from you on the flexibility with which satellite photographic collection systems could respond to extraordinary, short-term tasking in response to SALT monitoring needs. 3. I would suggest that the listing of SALT monitoring tasks in the Terms of Reference form a basis for your contribution. The main questions that we need to be able to answer are: Under present circumstances, to what extent can collection systems focus greater attention on one or more SALT-related targets, areas, and activities? How much time would it take to alter the focus of collection so as to emphasize a SALT-related requirement? What sacrifice in other collection priorities would be incurred if the special SALT-related focus were maintained for a period of, say, one month, three months, six months, a year? Are there prospects for any change in flexibility over the next two years or so?
