SUPPLEMENTAL INFORMATION (UNCLASSIFIED)
The latest display of the SCROOGE TEL was in the Moscow parade on
7 November 1971. It was located in the Strategic Rocket Forces section
of the parade between the SS-13 and SS-9 ICBM's. It has appeared in
every Moscow parade since November 1965 when military equipment was shown.
The official Soviet statements in TASS, etc. have described the
missile as an ICBM operating on solid propellants. Statements made about
strategic missiles in the 7 November 1971 parade were general in nature,
with no specific reference to SCROOGE. The following statements were
made about SCROOGE and mobile missiles in general in earlier parades:
--November 1965, "...missiles operating on solid fuel, including
intercontinental missiles on self-propelled tracked launching
installations of great reliability. Strategic missiles on
mobile launching installations are particularly effective. Such
missiles are imperceptible to the enemy's aerial and space
reconnaissance, and at the same time are ready at any moment
~~
to inflict an annihilating blow on the enemy.

TOP SECRET
--May 1966, t1A column of the strategic rocket troops concludes
the parade.,. the Soviet people have a~med the rocket troops with
powerful rocket weapons which are new in principle. On the
square, among other rockets, we see certain types of such new
weapons--solid-fuel intercontinental and intermediate range
rockets on self-propelled launchers. No other army in the world
has such mobile launchers."
--November 1967, "The Red Square has now been entered by strategic
rocket troops. ...similar self-propelled launchers with great
maneuverability are also seen among the intercontinental rockets.
The self-propelled strategic rockets are constantly changing
their position. They practically cannot be detected or destroyed...."
