DRAFT U.S. /JOINT/ STATEMENT ON THE MEANING OF
"SPECIAL" IN ARTICLE 10 (3)
Both sides have expressed the similar thought that each party
undertakes not to use concealment measures which impede verification
of this agreement by national technical means. We interpret the
meaning of the term "special" in paragraph 3 of Article 10 as providing
clarification that concealment measures prohibited by the agreement
are those actions which are not normal or not usual with respect to
established practice. In this manner the term "special" serves to
provide a clarification similar to that provided by the last sentence
of paragraph 3.
