MEMORANDUM FOR: Director of Central Intelligence
Director, Defense Intelligence Agency
SUBJECT Status of Joint CIA/DIA Study on
Soviet Civil Defense
1. In March 1969--following separate requests
from the Director of the Office of Emergency Prepared-
ness and the Assistant Chief of Staff for Intelligence,
USAF--CIA and DIA initiated a joint study on Soviet
civil defense. Original plans called for completion
by about mid-September.
2. The joint study is designed to measure the
actual level of effort being expended on civil defense
by the Soviets as they define it, to analyze Soviet -
evacuation planning, and to measure Soviet capabili-
ties to transport and care for evacuees.
3. Progress on the study has been unavoidably
slowed, in part because of the extensive contributions
required from various components of CIA and DIA and
in part because of the press of work on National
Security Council studies. We now expect to complete
the study in November.
4. The full study will not be completed in time
for it to be used as an input The
project officers have been ascec o prepare a briefing
that reflects the findings to date of the joint study.
Since some of the judgments and conclusions are not
yet fully documented, however, there may be some oppo-
sition to their being included in this year's NIE.

5. Attached for your. information is an outline
describing some of the major preliminary findings of
the study.
