SUBJECT: OER Support on Joint CIA/DIA Study on
Civil Defense
1. In March Mr. Helms and General Carroll agreed
to undertake a joint CIA/DIA study of Soviet civil de-
fense capabilities. Within CIA, the Programs Analysis
Division, OSR, is the action component. In a memoran-
sum of 3 April., Mr. Clarke informed the Directors of
OER, OBGI and IAS, and indicated areas where support
from their components would be important to the success
of the study. Subsequently, the outline and approaches
to the study have been discussed with working analysts
from DIA and the CIA offices listed above.
2. Last week I met with Chief, 25X1
Communist Research Area of OER, to discuss the extent
of OER support we needed. I indicated that, in general,
we hoped to have transportation, construction, and com-
munications analysts of OER assist us in a consultative
and reviewing capacity, and to keep demands on their re-
search time to a minimum. The problem of feeding Soviet
evacuees of cities will. require some analytical effort
on the part of an economic analyst.
3. In addition, judgments on radiation protection
factors of basements in Soviet masonry houses will be
needed and the OER Construction Branch can help us on 25X1
this problem.
