MEMORANDUM FOR: Dr. Henry A. Kissinger, The White House
Mr., Bryce Harlow, The White House
SUBJECT: Briefing Congress on SALT Preparations
The Director of ACDA sent the Secretary the enclosed
outline of plans for discussing SALT preparations with
Congressional leaders, and strongly recommended that the
presentation be made 'at the White House in a two-step
arrangement along the lines of Plan I. The Secretary
has seen the paper and concurs in Mr. Smith's recommen-
dation.
The Secretary asked that I send it to both of you.
