Approved For Release 2010/06/02 : CIA-RDP79B00972A000100530019-3 `i UNITED STATES ARMS CONTROL AND DISARMAMENT AGENCY WASHINGTON OFFICE OF THE DIRECTOR JUL 9 1969 MEMORANDUM FOR THE SECRETARY Subject: Briefing Congress on SALT Preparations The beginning, on July 8, of detailed discussions with the North Atlantic Council of our SALT preparations suggests that we should start now to plan our discussions of SALT with Congressional leaders. The attached paper presents three possible scenarios, but does not cover the substance of the presentation, some of which will depend on decisions yet to be made. The paper points out the difficulties we may encounter in briefing Congress on this complicated matter, and particularly in explaining the treatment of MIRVs and ABMs on which there are such divergent and strongly held Congressional views. Having in mind the complexity and sensitivity of the subject, I strongly recommend that the presentation be made at the White House in a two-step arrange- ment, along the lines of Plan I in the paper. Bill Macomber saw the paper in draft and concurred generally. If you agree with the paper, I believe it would be appropriate to forward it to the White House.
