and facilities. This has all been approved by them.

2. This *4-1-1 permit a detailed analysis jto Joint
Study specifications, of the Leningrad Military District.
This military district contains 10 divisions, the only
ground forces facing the NATO northern flank. An
understanding of these forces is needed both to assess
Soviet capabilities against the NATO northern :flank and
to permit meaningful comparison between these forces and
those in other= areas. In particular, the equip-
ment and manning levels of the divisions and their
supporting structure are of significance. In addition, a
reliable data base is needed from which to d tect and
assess change in this area, e.g., durin e.,Czech crisis

rumors of mobilization in this area had significance
4. They will also be able to provide a detailed
analysis of Soviet Scud Brigades providing information
on support and TO&E at both Army and Front levels.
5. The proposed scale of effort is roughly equiva-
lent to that currently underwayl and compares
favorably with the 7 photo interpreters in CIA, presently
working on the Pact ground forces.
