He also said that he is no more anxious now than he was in the past several months over the possibility of a Soviet move into Rumania. - On 20 November the Rumanian minister of Defense on a recent trip to Moscow(for the meeting of Soviet Bloc Defense ministers on 29 and 30 October) was pressured by the USSR to permit the stationing of Soviet troops in Rumania; to allow passage of Soviet troops through Rumania at any time at the request of the USSR; and to approve the scheduling of Warsaw Pact maneuvers in Rumania in the near future. We cannot confirm Soviet troops in Poland. - Red Star reported on 16 November that Grechko was Trikisninev on an unspecified date. Macovescu was highly skeptical of the rumors of an impending Warsaw Pact invasion of Rumania. - There has beenno noticeable change in the propaganda commentary from Bulgaria, East Germany, Hungary and Poland concerning Rumanian affairs. Nor has there been any effort by these countries to manufacture and propagandize a "justification" for the invasion of Rumania as was the case prior to the Soviet invasion of Czechoslovakia.
