MEMORANDUM FOR THE DIRECTOR OF CENTRAL : T=IGENCE
Chairman, Joint Chiefs of Staff.
1. The attached Memorandum was forwarded to the Secretary
of Defense on 21 May 1963. We consider it appropriate
that he be brought up to date on the current status of the
CA/`AiA Panel created to produce a joint Soviet ground
force study. An information copy was also furnished the
U 'ECT! (U) Reappraisal of Soviet Ground Forces
2. We also considered appropriate that the Secretary of
Defense be provided with our views for the Terms of Ref- Z.
erence for the Panel, attached to the basic Memorandum.'
These Terms of Reference are, of course, also attached
hereto.
3. In this regard, it is suggested that these Terms of
Reference be discussed and approved in a forthcoming meeting
of the Panel, 27 May 1963 at 1000 hours in the Pentagon,
Room 1E870. Concurrently, we also nominate Colonel
L. J. tula&d, USMC, as the DIA coo-chairman of the Panel.
