Primarily by the 00Th. Additional input from other NPIC
technical officers as well as operationalpersonnel familiar
with the project also contributed to the final appraisal. The
contractor's technical performance consisted of three major
components, data collection?data analysis, and reports/brief-
ings preparation; each component was given approximately equal
weight during the assessment procedure. ? In addition, ratings
were made of general contractor performance, including his
manner of working while at the Center, his understanding of the
detailed operations of the Center, his overall commitment to
achieving solid, useful results, and his cooperation with
associate contractor personnel:
