Thus limited, large and less diversified tasks would be necessary (thus buying more contractor mangement) and fewer engineering man-hours would be available for each task (result: reduced quality). in the area of "black boxes" the number of targets would have to be reduced in tailoring the development program. Improvements in thel system capability will be delayed and costs would increase because a larger number of idea evaluationswould have to be turned over to the contractor. In the area of Target Detection and Identification, the flexibility and efficiency needed to conduct research for these as-yet-unproven techniques will be lost. Instead of searching in-house with several small tasks but numerous idea-sources, the project would have to be contracted in one or two areas..
