Approved For Release 2006/12/04: CIA-RDP79B00314A000300010036-9 SECRET QRD 22 August 1966 MEMORANDUM FOR: Office Information Processing Officers Directorate of Intelligence SUBJECT Requirements for Intelligence R&D 1. As you know the Office of Research and Development, DDS&T, has the responsibility for conducting or sponsoring certain research and development in support of Agency components. The specific dimensions of its role and the procedures to be followed which have been the subject of discussions over the past few months are not particularly relevant to the purpose of this memorandum. What is important at this point is to initiate action which will contribute to the development of a more meaningful relation between components of the Directorate of Intelli ence and particularly its Analysis Division unde 25X1 2. The program's objectives of ORD's Analysis Division are, in the most general terms, as follows: operations and analysis research R&D on computer processes for analysis R&D on graphics processes R&D on speech, audio, and signal processes R&D on text, language, and documentary processes R&D on pattern recognition, automata, and adaptive control processes 3. Considerable progress has been made in establishing effective, if informal, working relations between NPIC and ORD. In addition, some contacts between ORD/AD personnel and components of the Directorate of Intelligence have been made at the working and in some cases the management level. However, no Directorate program has been consolidated, nor has the DDI had opportunity to be advised or to approve ORD programs initiated by ORD (or OCS) on behalf of Directorate components. The preparation of Directorate R&D programs (other than NPIC) can be facilitated by the individuals which have been designated by office directors to serve as information processing officers, and by th DD informa- tion processing officer designated pursuant to Agency Policy on Information Processing and ADP (25 July 1966). [A list of office coordinators is attached.] 25X1 5. By copy of this memorandum, I am requesting the following action of each office IP coordinator: Preparation of a brief statement of the problems of his office deserving of R&D support, systems analysis or attention by yet unidentifiable internal or external information processing specialists. Through discussion with or briefings by ORD to acquaint himself and his management with ORD programs, objectives, capabilities, and limitations.
