Death of Wadi' Haddad, Palestinian Terrorist
On 1 April, the Beirut headquarters of the Popular
Front for the Liberation of Palestine announced that Wadi'
Haddad, one of the organization's founders, had died on 28
March in an East Berlin hospital. The cause of death was
said to be cancer. On 3 April, Haddad was given an official
funeral in Baghdad, Iraq; the Iraqi government received the
body at the airport with full honors. Among the mourners
was George Habbash, co-founder with Haddad of the PFLP, and
like Haddad, a doctor of medicine who had become politicized
by the Arab-Israeli conflict.
Haddad was best known for his involvement in interna-
tional terrorist operations; he had been responsible for the
first fedayeen hijacking of an El Al aircraft in 1968. His
terrorist network became formalized as the Foreign Operations
Committee of the PFLP around 1969, and one of his most
spectacular operations was the multiple aircraft hijacking
that culminated at an obscure airstrip in Jordan in September
1970. Haddad was also successful in recruiting and employing
foreigners for his operations, including members of the
Japanese Red Army (JRA), Venezuelan terrorist Ilich Ramirez
Sanchez (Carlos), and various Europeans, including members
of the German Baader-Meinhof gang. Among his bloodier
operations was the infamous Lod Airport massacre in Israel,
carried out by the JRA in May 1972, in which 25 persons were
killed and 76 wounded.
Although Haddad's reputation as being a master planner
of international terrorist operations was well deserved, not
all of his activities were successful; examples being the
Israeli rescue at Entebbe, Uganda, of hostages taken in the
hijack of an Air France aircraft in June 1976 and a similar
rescue in Somalia by West German commandos after a Lufthansa
airplane was hijacked in October 1977.
Unlike his cohort Habbash, Haddad was not a Marxist
ideologue. If anything, he was a rightist who sought success
through terror, and his tactics brought him into conflict
with Habbash from time to time. However, reports that
Haddad had been expelled from the PFLP were believed to have
been a cover, designed to give Habbash the opportunity to
divorce himself from international terrorist acts.

That Haddad's expulsion from the organization was
fiction seems to have been established by the announcement
of his death by PFLP headquarters and subsequent eulogies by
that organization.
Haddad ran his organization with a tight hand, sur-
rounded by a band of dedicated followers. It is not known
just who, if any, among these may try to replace him, nor
what effect his death will have on future international
terrorist activity by his faction of the PFLP.

NOTES
Bombing Incident at U.S. Consulate General in Lahore
During the early morning hours of 3 April, unknown
persons threw a small bomb over the wall near the front
entrance of the American consulate general in Lahore,
injuring no one and causing only minor damage. Police
believe that the device was a homemade grenade.
Although the police had warned the consulate general
on 1 April about a possible, unspecified threat from Pales-
tinian students, they opined that the 3 April incident was
the work of domestic political elements, rather than that of
Palestinians.
Explosive Device Found Outside El Al Travel Agency in West
Berlin
On 30 March, a cleaning woman found an attache case
containing five pounds of explosive, a battery and a timer
outside the door of the Israeli El Al Travel Agency in down-
town West Berlin. The agency is located on the 19th floor
of a building in the British Sector. Police said that the
device had not detonated at the time for which it had been
set.
Later the same day, an unidentified person delivered
to a German press office a letter in which an organization
calling itself "Anti-Imperialistic Fighters for a Free
Palestine" claimed responsibility for the attempted bombing.
The letter said the attempt was prompted by the Israeli
invasion of Lebanon, negotiations between "Zionists and
Arab reactionaries," and by United States policies allegedly
inimical to Palestinian interests. An organization using
the same name claimed responsibility for a bomb attack
against an Egyptian travel agency in West Berlin on 19
January.

Eberhard Dreher to four years imprisonment for supporting a
criminal organization, the terrorist group known as the 2
June Movement. Dreher is also suspected of having been
involved in the 2 June Movement kidnaping of West Berlin CDU
official Peter Lorenz on 27 February 1975 (see the issue of
4 March 1975). However, his name is not included on the
list of the six members of the 2 June terrorists (accused of
being involved in the Lorenz case) whose trial is scheduled
to begin on 11 April. 50X1-HUM
Assassins of Egyptian Editor Sentenced to Die
On 4 April, a Cypriot assize court issued a finding of
guilty in the case of the two Palestinian terrorists who
were accused of killing Egyptian editor Yusuf Sibati in
Nicosia on 18 February, and sentenced them to execution by
hanging on 1 June.
Imposition of the death penalty still presents the
Cypriot government with a problem. President Spyros Kyprianou
has the power to commute the death sentences, which has been
done in every murder case in Cyprus over the past ten years.
This would further exacerbate relations with Egypt, however,
and could lead to attempts by Palestinian terrorists to free
the two as long as they remain in jail. On the other hand,
if the sentences are carried out, Cypriot relations with
radical Palestinian elements will worsen, opening the possi-
bility that Cypriot interests might become the targets of
future terrorist operations. Meanwhile, defense attorneys
for the two plan to appeal the verdict and the 1 June execution
date, arguing that because no one has been executed in
Cyprus for a decade, the death penalty should be considered
abolished. Considering the pressures that can be brought to
bear by the various vested interes s .1 ing could happen

West German Terrorist Trials Open in Berlin

On 11 April a major trial involving six members of the
2 June Movement terrorist group opened in Berlin. Also
scheduled to open in April are three other trials involving
2 June Members, Baader-Meinhof Gang/RAF members and assorted
terrorist sympathizers. The six terrorists involved in the
main trial are accused of involvement in the kidnaping of
CDU official Peter Lorenz in February 1975 (see the issue of
4 March 1975) and the attempted kidnaping and subsequent mur-
der of West Berlin Judge Guenter von Drenkmann in 1974. The
terrorists are also charged with founding and supporting a
criminal association and with a long series of bank robberies
The British, French and U.S. missions in Berlin are
studying the security problems inherent in the trials. The
physical security of the court room premises is believed
adequate--in fact, defense lawyers are already complaining
about the stringent security. The judges and prosecutors
have police bodyguards but are themselves unarmed. Since
the tactics used by the West German terrorists and the Red
Brigades of Italy have been similar in recent terrorist
incidents, considerable attention is being given to the
problem of personal safety for the judges--a long standing
approach of the Red Brigades has been to harass, attack
and/or murder judges, prosecutors, jurors and guards connected
with the trials of imprisoned comrades.
Security officials have also taken note of the current
issue of an anarchist publication in Berlin known as "Bug-
Info". This reports the formation of a "2 June Trial Committee",
which will struggle against "secret police justice". The
publication states that the Aldo Moro kidnaping in Italy
contains lessons for Berlin and claims that 2 June Movement
members from Berlin were actively involved in the Moro
kidnaping by "tying up Rome's telephone net" and creating
traffic chaos during the getaway period. To date, neither
German nor Italian officials have commented on the latter
claims.

the total number of prisoners
considered to have been terrorists or active supporters of
terrorists is 24. Of these, 19 are confined in pre-trial
prison Moabit; these include the six on trial for the von
Drenkmann and Lorenz crimes. Three are considered to have
been supporters of terrorist organizations but not members
of any specific group; they are considered to have a low
priority in any hostage situation and might even refuse
freedom under such circumstances. Five of the prisoners are
members of the Baader-Meinhof Gang/Red Army Faction. One of
these, Horst Mahler, refused such an exchange at the time of
the Lorenz kidnaping negotiations. Another one is aiming
for a reduction of his present sentence. Two others have
never indicated their ultimate goals; it is not known whether
they would seize an opportunity to get back into the terrorist
business. The six charged with the von Drenkmann murder and
Lorenz kidnaping charges, however, can probably look forward

to long sentences, if not life imprisonment, and would
therefore welcome freedom. Equally anxious for liberty and
also facing a long sentence is Monika Berberich, one of the
better known terrorists. Her jail break in July 1976, with
three other female terrorists, was widely publicized (see
the issue of 13 July 1976). Berberich is the only one of
the four who was recaptured. Three of the six hard-core
members of the 2 June Movement are also charged with complicity
in the murder of one Ulrich Schmuecker, a former 2 June
member who decided to collaborate with the police and was
tried and executed by his former comrades. Included in this
assortment of prisoners is a loner who was imprisoned on
charges involving the use of explosives but who has no
direct connection with any terrorist group, though he had
tried unsuccessfully to establish such ties. He is the

Canary Islands Independence Movement Leader Seriously Wounded
in Algiers
Movement for the Self-Determination and Independence of
the Canary Islands (MPAIAC) leader Antonio Cubillo was
seriously wounded in an assassination attempt in Algiers on
5 April. Cubillo was attacked in the hall of his apartment
building and stabbed several times. Initial reports listed
Cubillo in very serious condition and in a coma. However,
during a 10 April bedside meeting with reporters Cubillo,
although looking tired and weak, spoke energetically for
several minutes. An organization calling itself the "Canaries
Intelligence Service" has claimed responsibility for the
attack, and the MPAIAC claims to have executed two members
of the commando group that attacked Cubillo. During the
bedside interview, Cubillo blamed the attack on Spanish
intelligence services covered in the organization of the
Spanish Socialist Workers' Party. On 10 April, Algerian
authorities presented reporters with two men, both Spanish

Red Brigades Announce Aldo Moro Execution
The Red Brigades terrorists who seized former premier
Aldo Moro and slaughtered his five guards on 16 March con-
tinued their tactics of shock treatment by announcing on
18 April that they had executed Moro by way of "suicide" and
that his body was on the "slimy bottom" of a lake some 60
miles northeast of Rome. The subsequent search by Italian
police led to Lake Duchessa, 5,000 feet high in the Abruzzi
Mountains in an area virtually inaccessible from November to
May. Police frogmen and ski patrols rushed to the area by
helicopter and road only to find the lake covered with a
layer of ice and a layer of snow which had fallen before the
arrival of the searchers and had obliterated any possible
tracks. Although the Italian government is conducting an
exhaustive search for the body, using specially trained dogs
and X-ray equipment, officials suspect that the lead to the
"body" may be a hoax created as a diversionary tactic for
the movement of Moro from one hideout to another.
The officials of Moro's Christian Democratic Party who
received the announcement do not doubt the authenticity of
the statement, as the Red Brigades captors warned two days
earlier that Moro had been tried, found guilty of 30 years
of political crimes and was to be executed. In their state-
ment on Moro's execution, the terrorists took note of the
significance of 18 April, which marks the 30th anniversary
of the Christian Democratic government in Italy.
The statement concerning Moro's death was found in a
garbage can in Rome by a staff member of a newspaper after
an anonymous phone call. This method of delivery has been
consistently used by the Red Brigades terrorists for their
communiques and the letters from Moro; it has also been
widely publicized in the Italian press. All previous com-
muniques had been distributed simultaneously in Rome, Milan,
Turin and Genoa; this last one was delivered only in Rome.

This sixth message from the terrorists warned "this is
only the start of .a long series of 'suicides' because 'suicide'
must not remain the sole prerogative of the Baader-Meinhof
group." (Three of the remaining members of the original
nucleus of the Baader-Meinhof Gang of the Red Army Faction
terrorist organization of West Germany committed suicide in
their cells in Stammheim Prison in Stuttgart, West Germany,
on 18 October 1977 immediately after learning that they
would not gain their freedom after the hijacking of the
Lufthansa jet to Mogadiscio. (See the issue of 19 October.)
In spite of autopsies conducted by experts of other nations,
sympathizers and supporters of the BMG/RAF have continued to
challenge the official verdict of the suicide of Baader,
Ensslin and Raspe, as well as the May 1976 suicide in prison
of Ulrike Meinhof.)
Also on 18 April, Italian firemen stumbled on a Red
Brigades hideaway in the suburbs of Rome. This small apart-
ment contained automatic weapons and airline uniforms of the
type used by Moro's kidnapers on 16 March. The discovery
was made after a resident below the apartment called fire-
fighters because water from an open showerhead upstairs was
seeping through the ceiling below. Investigators have
stated the place is too small to have served as Moro's
prison. The police have not yet made any arrests as a

Threats Result in Safety Precautions for U.S. Personnel in
Italy
In recent Red Brigades communiques sent to Italian
authorities in connection with the Aldo Moro kidnaping, the
word "multinationals" has been replaced in many instances by
the words "American" or "American industrialists". As a
result of this shift in emphasis, responsible U.S. officials
in Rome, although realizing that there is not a direct
threat per se, have advised all American personnel in Italy
to follow certain safety precautions. Americans have been
advised to avoid all predictable patterns of movement and
time by varying their departure times and routes to and from
home and the office daily. The embassy in Rome has adopted
a limited flextime work schedule. Officials have reminded
U.S. installations that offices should know the whereabouts
of their staff members and that families should know the
whereabouts of their members; workers have been encouraged
to telephone their home offices when they arrive at outside
appointments.
Two June Movement Defendants Cause Disturbances at Trial
The trial at Moabit Criminal Court in West Berlin of
the six members of the 2 June Movement terrorist organiza-
tion opened on schedule on 11 April (see the issue of 12
April). For two days the defendants and their sympathizers
in the gallery kept the court in a general state of uproar.
The presiding judge ordered three of the defendants, Ralf
Reinders, Fritz Teufel and Ronald Fritzsch, removed from the
courtroom because of their insulting shouts when some of the
audience applauded the insults. At one point, a fight
erupted between visitors and police. The judge ordered the
removal of other visitors for unruly behavior. At the end
of the first session, three of the court-appointed defense
counsels entered motions to be relieved from their appoint-
ments. On the previous day three of the defendants had physi
cally attacked their defense counsels during a meeting with
them in the visitors' room. While in the dock during the
first session, Teufel managed to pour a glass of water over

the head of one of the defense lawyers. The difficulties
highlight the problems of court-appointed lawyers. The
accused have a total of 21 attorneys; 18 were appointed by
the court and three were selected by the defendants. The
question of the three who have asked to be relieved has not
been resolved, and after two days of disturbances and little
progress the court recessed for two days. Security remains
very tight, but observers anticipate continuing problems.

ARTICLES
Argentine Terrorism and the World Cup Soccer Games
Leading members of the Argentine Peronist Montonero
Movement (MPM) have stated in press conferences since October
1977 that the Montoneros will not hinder the playing of the
1978 World Cup soccer games in Argentina during June 1978.
They have publicly invited reporters, tourists and players
to Argentina to see the "existing repression", and have
guaranteed that no action will be taken against them by the
political wing of the MPM; however, they also have noted
that they cannot be responsible for the military arm of the
MPM.
They claim that in Argentina the state is the terrorist
and that the holding of the World Cup championships will
serve the purposes of the Argentine opposition groups because
foreign journalists covering the games will be able to see
for themselves the true nature of the ruling military junta.

West German Terrorists Stage Recruitment Drive

According to press accounts attributing the information
to the BKA (West German Federal Criminal Office), a terrorist
recruiting drive is currently under way in Germany to make
up for losses resulting from defeats suffered by terrorists
at the hands of West German authorities in recent months.
The director of the BKA allegedly stated that the drive is
targeted against leftist intellectuals. (A certain number
of these have long been known as sympathizers and supporters
of the activists.) The recruiters, who are not identified
in the reports, are also urging increased cooperation between
national and international terrorist groups and the merging
into one organization of the West German terrorists.
The BKA director noted that the labels used by the
three West German international terrorist groups--Red Army
Faction (more commonly referred to as the Baader-Meinhof
Gang), 2 June Movement, and Revolutionary Cells--may have
been used by terrorists in claiming responsibility for their
acts of violence in order to imply greater strength of
numbers. In the BKA director's opinion, the hard core of
the terrorists consists of a homogeneous, frequently inter-
laced grouping. The number of identified prime suspect
terrorists is estimated at about 60-70 and the unidentified
at no more than 15. According to BKA investigators, West
German terrorists are not now being directed by leading
personalities, such as Andreas Baader, who insisted on
calling the shots from his prison cell.
The report further notes that the terrorist recruiters
anticipate replenishment of the ranks by convicted terrorists
whose terms of imprisonment are drawing to a close. Only a
small percentage of such prisoners has renounced terrorism,
and experience has shown that terrorists released from
prison celebrate their freedom by returning to the under-

Arrest of Terrorist Ring in Cairo
On 22 April, the Egyptian press announced that security
authorities had arrested a terrorist ring which included
both Arabs and Europeans, and which had links to the Black
June Organization, headed by Iraqi-based Fatah renegade
Sabri al-Banna (Abu Nidal). The press alleged that the
mission of the group was to have been a series of assassina-
tions and acts of sabotage in Egypt, and suggested that the
Black June Organization also had been responsible for the
deaths of Sa'id Hammani, moderate PLO representative in
London in January, and of Yusuf Siba'i, prominent Egyptian
journalist, in Cyprus in February.

Peace Corps Employee's Car Bombed in Colombia
On 19 April an explosive device was discovered under a
car used by a Peace Corps employee in Bogota. The car had
been parked in an apartment parking lot for almost two weeks
while the employee was in the U.S. A guard saw the package
and pulled it from under the engine of the car into the
street with an umbrella. Realizing the package was about to
explode he immediately left the area. According to the
police, the explosive appears to have been a stick of dynamite.
The words "M-19" had been written in the dust on a side
window of the car. M-19 is an urban terrorist organization
which was founded three years ago on 26 April. No one saw
who planted the explosive device. There were no iniuries;
damage to the vehicle is repairable. 50X1-HUM

been received threatening to
bomb sites frequented by U.S.
nationals in Iran. The U.S.
consulate in Shiraz, the
Victoria Hotel in Tehran (used
as a housing facility for
Grumman Corporation personnel
and other Americans), and a
community church have all re-
ceived anonymous telephone
threats of bombings to occur.
In January Grumman received a
threat letter at its offices in
Tehran, but the recent call to
the Victoria Hotel did not men-
tion Grumman. Security around
U.S. installations has been
