Vietnamese Airliner Forced to Singapore
2 November 1977
Four Vietnamese hijackers commandeered a Vietnamese DC-
3 on a domestic flight from Saigon to Phuquoc Island, which
is west of the former southern capital, on 29 October and
forced the crew to fly to Singapore. The four asked for
political asylum after surrendering to local authorities.
The hijackers first ordered the crew to fly to Utapao,
Thailand, an airbase used by the U.S. during the Vietnam
war. Thai officials allowed the plane to be refueled but
turned down a request by the hijackers for asylum. The
plane then flew nearly 1,000 miles to Singapore and was
allowed to land at Seletar, a military airbase, only after
the pilot radioed that the aircraft was running out of fuel.
During their take-over of the airplane the hijackers,
who were armed with a pistol and three knives, shot and
killed the flight mechanic and radio operator and severely
wounded a steward with a knife. Three other members of the
crew and 34 passengers were unharmed. According to the
pilot, who held a press conference after being freed, "some
passengers who talked with the hijackers appeared to be in
agreement with their actions."
Officials in Singapore are reportedly considering
whether to grant the hijackers' request for asylum. One of
the passengers refused to return to Vietnam with the air-
craft on 31 October. Singapore does not have diplomatic
ties with Vietnam and relations between the two countries

Polisario Front Strikes at the French Again
On 25 October Polisario Front guerrillas attacked and
abducted two French nationals and 15 Mauritanians who were
on a railway maintenance inspection tour near Zouerate,
Mauritania. On 1 May the Front attacked a mining facility
killing two Frenchmen and kidnaping six others, including a
woman (see the issue of 4 May, page A-3). Families of the
captives have sent two lawyers to Algeria, hoping to open
negotiations with guerrilla leaders for the release of the
French citizens. Algeria, backer of the Polisario Front's
efforts to establish an independent Western Sahara, has
warned France not to use force to attempt to free the French

Israel Frees Archbishop Capucci
On 6 November Israel released Hilarion Capucci, an
archbishop in the Catholic Church's Greek Uniate Rite, from
Ramleh prison in an effort to improve relations with the
Vatican. The archbishop, an ethnic Arab, was arrested on 8
August 1974 for smuggling guns and explosives into the
Israeli-occupied West Bank from Lebanon. In December 1974
the prelate was sentenced to twelve years imprisonment by an
Israeli court. (See the issues of 28 August and 10 December
1974.)
The Israeli action followed a personal plea from Pope
Paul VI, who asked for clemency for Capucci because of ill
health. As a quid pro quo for their action, the Israelis
apparently extracted a promise from the Vatican that the
archbishop would be enjoined from making anti-Israeli state-
ments and would be posted outside of the Middle East.
Capucci reportedly will be sent to Brazil after medical
treatment in Italy. There is a large exnatriate Arab
colony in the South American country.
UN Resolution Condemns Hijacking
On 3 November the UN General Assembly passed a resolu-
tion condemning airline hijackings and urged all nations to
cooperate and prevent terrorists from using hostages to
"extort" release of political prisoners. The 149 nations
reached consensus on the strongest anti-hijack measure yet
on record. Although the resolution is not binding, it is
likely to apply pressure on countries which in the past have
granted asylum to hijackers. It may also lead to additional
measures to make commercial aviation safer--tighten airport
security to prevent hijackers carrying weapons from boarding
planes.

The International Federation of Airline Pilots Associa-
tion, which had threatened a 48-hour worldwide strike unless
the UN acted on the air terrorism problem, announced it will
?take no action at this time. The pilots' organization had
hoped the resolution would include provision for the ratifica-
tion by all countries of at least three previous interna-
tional treaties designed to curb interference with commercial

and Montreal in 1971. These three treaties, which would
eliminate safe-havens for hijackers, have been ratified by
only about one-half of the UN members. (For additional
background on UN debates and treaties regarding hijacking,

New Trial of PFLP Terrorists in Istanbul Attack
The second trial of the two Palestinian guerrillas who
killed four persons, including the aide to Senator Javits,
and wounded 17 in an attack on El Al passengers at Istanbul's
Yesilkoy international airport last year has begun at the
Fourth High Criminal Court in Istanbul. In the current
trial the prosecutor is asking that a sentence of five to
ten years imprisonment be given the men for illegally infil-
trating arms into Turkey. The two have already been tried
for murder and for causing injuries. They Were sentenced to
life imprisonment. However, the Supreme Court of Appeals
rejected the sentence as being too lenient.
Distributors of Taipei Threat Letters Arrested
On 5 November government officials in Taipei announced
that three individuals, responsible for mailing threat letters
to foreign businessmen in Taipei in January 1977, had been
arrested. (See the issue of 25 January.) Authorities
claimed that the three individuals were members of a newly
uncovered Chinese Communist subversive organization known as
the Taiwan People's Liberation Front (TPLF). The group has
also been charged with spreading Chinese Communist Party

propaganda material in Taipei in March. The arrestees
reportedly had in their residence a number of communist
oriented publications of the TPLF which had not yet been
distributed.
The January letters had been signed by the heretofore
unknown TPLF. This group would appear to be a Taiwan Indepen-

Dutch Police Capture Two West German Fugitives
One of West Germany's 16 most wanted fugitives was
arrested after a shootout with Dutch police in an Amsterdam
suburb on 11 November, along with a second West German
identified as a suspect in the bombing of a court building.
Christoph Wackernagel, sought in connection with the kid-
naping of West German businessman Hanns-Martin Schleyer, and
Gert Richard Schneider, suspected of complicity in an attack
against a court in Zweibruecken, were both badly wounded
after a gunfight with police near a phone booth adjacent to
an apartment that had been under police surveillance for
several days.
Wackernagel's name and photo were among the 16 circu-
lated throughout Europe by West German authorities following
the murder of Schleyer on 18 October. (See the issue of 26
October.) Although not suspected of involvement in Schleyer's
death, Wackernagel is believed to have taken movie and video
photographs of the hostage during the six weeks he was held
by the terrorist Red Army Faction, who demanded the release
of 11 incarcerated terrorists. Wackernagel is also sought
by German authorities in connection with the deaths earlier
this year of German federal prosecutor Siegfried Buback and
banker Juergen Ponto. (See the issues of 13 April and 3
August.) Schneider, who had not been linked to the Red Army
Faction, was wanted for the attack on the court building
which resulted in considerable damage but caused no injuries.
The arrest of these two raises to three the number of
West German terrorists apprehended by Dutch authorities in
the last two months. Knut Folkerts, wanted in the slaying
of prosecutor Buback, was arrested in September. He killed
one Dutch policeman and wounded another before he was over-
powered. (See the issue of 28 September.) The arrests of
Wackernagel and Schneider prompted Dutch authorities to call
on the populace to assist in the fight against the threat

NOTES
Soviet Skyjackers Sentenced
The two young men who hijacked an Aeroflot TU-134 to
Finland last July (see the issue of 13 July) have been
sentenced to prison by a Leningrad court. According to a
Tass release on 10 November, Gennady Sheludko, 22, and
Aleksandr Zagirnyak, 19, were given 15-year and 8-year terms
respectively. They were found guilty of diverting the
aircraft from its scheduled Petrozavodsk to Leningrad route;
the plane landed in Helsinki but the hijackers apparently
believed they had reached Sweden. After their arrest by the
Finns, they were returned to the Soviet Union under the
terms of an anti-hijacking treaty.
Another Baader-Meinhof Terrorist Commits Suicide
Ingrid Schubert, a member of the Baader-Meinhof gang
who had been sentenced to 13 years imprisonment for armed
robbery and participation in a criminal organization, was
found dead in her cell in Munich's Stadelheim prison on 12
November. She hanged herself with a rope made from strips
torn from her bedsheets. Schubert had been brought from
Stuttgart's Stammheim prison to Bavaria for medical treatment
following a hunger strike last summer.
The Munich public prosecutor announced that a search of
Schubert's cell on 11 November revealed a hiding place dug
in the mortar under her window and a 36-foot long homemade
rope. Following the search, Schubert was transferred to
another cell, where she committed suicide.
An earlier ban on Schubert's contacts with her lawyers
had been lifted, and she was permitted to listen to the
radio and to read newspapers.\

France Returns Baader-Meinhof Lawyer to Germany

Klaus Croissant, the prominent Stuttgart attorney
accused of involvement in West German terrorism, was impris-
oned by FRG officials on 16 November, following his extradi-
tion from France earlier that day. Croissant, who had been
charged with conspiracy and subversion in Germany, fled to
'France on 11 July in anticipation of having his bail revoked.
(See the issue of 20 July.)
In their petition for extradition, West German author-
ities accused Croissant of using his law offices as a command
center for every major terrorist incident of recent years
that involved West Germans. Many of those accused of carry-
ing out these terrorist acts worked as clerks or assistants
in Croissant's law firm. The French court that considered
the West German petition, however, refused to rule on this
allegation.

Anti-Sadat Demonstrations
Radical Arab resentment toward President Sadat and his
trip to Jerusalem resulted in a number of attacks upon
Egyptian diplomatic posts. In Beirut on 18 November an
explosion in the Egyptian embassy killed a member of the
staff and injured four Lebanese soldiers guarding the build-
ing. The blast was caused by a rocket that had been fired
from a nearby area.
Also on 18 November approximately 30 Arab students made
an unsuccessful attempt to take over the Egyptian embassy in
Athens. The students commandeered an armored car and crashed
through the embassy gates and tried to storm the building.
Egyptian guards were then ordered to fire upon the crowd.
In the melee that followed more than 20 people--five of them
Greek passersby and police--were injured. Two persons, a
Greek bystander and an Arab student, have since died of
their wounds.
In Damascus on 17 November two bombs were detonated
within a five minute interval, one by the wall of the Egyp-
tian embassy and the other at the nearby residence of the
Egyptian ambassador. The bombs apparently caused no injuries

Singapore Refuses to Return Vietnamese Hijackers
In a press statement released on 17 November, the
government of Singapore stated that the four persons who
hijacked a Vietnamese airliner to Singapore on 29 October
will be tried locally and not extradited to Hanoi]

The
guy inment. saia its aecision was based on the fact that it
could not legally return the men to Vietnamese control
because there is no extradition treaty between the two
countries. Moreover, the statement said that neither country
is party to any international convention dealing with hijack-
ing.
The statement added that while hijacking and murder
were crimes no civilized country could condone, the hijackers
could not be tried under the laws of Singapore for those two
crimes. Instead they will be charged with a number of other
offenses, including armed robbery, abduction, wrongful con-
finement, and carrying arms. It cautioned that prosecution
on these charges could necessitate the return to Singapore,
during the trial, of Vietnamese who had been passengers on
the hijacked plane.
Two Vietnamese who had been aboard the plane, but not
associated with the hijackers, are still in Singapore. A
steward, who was wounded during the takeover, remains in a
local hospital. The other, a 26-year-old bachelor, has

RAF Announces New Strategy
A typed communique from Germany's Red Army Faction, the
group responsible for the FRG's current wave of terrorism,
was received in the Paris office of the Reuter news service
on 19 November. The letter, in French, had been mailed from
Petange, Luxembourg, on 15 November. It stated that the RAF
had recently met with sympathizers from other countries to
discuss future action.
"Our objectives will now be only the capitalist profi-
teers and their lackeys," the letter said. "We shall hijack
no more planes, but we shall blow them up in flight when our
target is there. We shall act everywhere, in tea rooms
frequented by their painted women, in select clubs, luxury
movie houses, at galas, premieres and in places of high

Assassin of UAE Minister is Executed
Salih Muhammad Khalid, the 19-year-old Palestinian who
assassinated United Arab Emirates (UAE) Minister of State
Sayf Ghabbash last month (see the issue of 2 November), was
executed on 16 November. Khalid had been tried and found
guilty by a Muslim religious court sitting in closed session
in Abu Dhabi. The UAE government provided few details of
his trial and sentencing.

European Parliament Resolution Against Terrorism
An extensive debate on terrorism was concluded by the
European Parliament on 15 November and a formal resolution
was adopted. During their discussions the parliamentarians
unanimously urged the pooling of European Community resources

and efforts to combat terrrorism. In addition, some speakers
proposed that members of the EC exclude from their airports
and airspace the civil air traffic of countries which assist
or harbor terrorists. Others suggested the establishment of
capital punishment for crimes of terrorism.
The resolution of the European Parliament condemns
unconditionally all acts of terrorism as well as the author-
ities of countries which aid and abet terrorists. It calls
on all EC member states to make full and continuous use of
Community and European political cooperation machinery and
calls for the enforcement of existing international agree-
ments on terrorism. The resolution also requests the UN to
quickly conclude the convention against the taking of hostages.

Suspect Students Seized
Investigators in West Germany, Austria and Switzerland
are studying the background of suspects in the 9 November
kidnaping of Austrian businessman Walter Michael Palmers on
the theory that the ransom which secured his freedom was
meant to replenish the funds of ?West German terrorists.
Palmers, who was abducted in Vienna, heads a family concern
that operates women's shops in the three West European
countries. His relatives were said to have paid $1.9 mil-
lion for his release.
On 23 November Swiss police arrested two Austrian
students as they attempted to cross the border into Italy.
The two were found to be carrying forged passports and car
documents and $115,000 in American and Swiss currency. The
ransom for the Austrian businessman had been paid in the
currencies of a number of countries. Swiss police believe
the two students may be implicated in the kidnaping. On 25
November six other Austrian students were arrested
connection with the kidnaping inquiry.
Parceling Prisoners to the Provinces
The justice ministers of the West German federal and
state governments agreed on 24 November to disperse the 90
terrorists currently being held in West German prisons and
also to rotate their guards. This is an obvious reaction to
recent revelations of laxness in handling incarcerated
members of the Baader-Meinhof gang. The chairman of the
gathering, the justice minister of Bremen, said that a
consensus had been reached on transferring the terrorists to
a number of institutions throughout the country. Until now
most jailed terrorists have been held in Stuttgart's Stammheim
prison in the state of Baden-Wurttemburg and in West Berlin.
It is considered likely that more suspects will soon be
jailed. For the past several weeks West German and European
police have been engaged in an international search for West
Germany's sixteen "most wanted" terrorists as well as scores
of their accomplices.

Hijacked Vietnames.e Boat Arrives in Australia
A hijacked Vietnamese freighter, carrying 178 refugees
and three soldiers they have held captive since commandeering
the vessel two and a half months ago, arrived in Darwin,
Australia on 29 November.
Deputy Prime Minister Douglas J. Anthony confirmed that
the steel-hulled, 150-foot freighter Song Be 12 had been
hijacked near Saigon by refugees. They then picked
up

Indian Diplomat. Attacked in
Washington, D.C.
On 28 November an Indian diplo-
mat was wounded in an attack in
a parking lot behind the Indian
embassy by an assailant wielding
knives. Local police are inves-
tigating but have found no motive
for the attack. Indian officials
believe the Ananda Marg's action
arm, the UPRF, is responsible.

Terrorist Attack Results in
American Casualties
One U.S. citizen was killed and
another wounded in a terrorist
attack on an Indonesian natural
gas field in North Sumatra. The
terrorists, apparently members
of the National Liberation Front
for Aceh, avoided firing on
Indonesians and a Korean working
in the same field. The front is
a local rebel group which has
been operating in the region for

ing male called the U.S. em-
bassy in The Hague and said
the Red Army Faction will kid-
nap the U.S. ambassador within
the next three weeks. On 4
November the occupant of a car
in the vicinity of the embassy
was seen photographing the
area. If the kidnaping is un-
successful, an alternate plan
is to hijack a plane and crash
it into the embassy.

On 27 and 28 November the U.S.
embassy in Tehran received two
letters threatening the lives
of 22 U.S. officials. The
letters listed the names of
persons currently assigned to
the embassy, as well as some
who have departed over the
past year. The names were ap-
parently taken from a diplomatic
list. One letter warned "If
these foreigners do not get
out of Iran they will be mur-
dered." 50X1-HUM
A letter, addressed to the
consul general and written
in English, was received on
25 October in Lahore, threat-
ening the lives of Americans
and destruction of American
installations in Pakistan.
The writer said these threats
would be carried out "if any-
thing happens to Mr. Bhutto."
The letter was turned over to
the local police with a request
for additional guards at the
consulate general and at the
consul general's residence.

possible hijack attempt. JAL

German Red Army Faction ele-
ments who have threatened Luft-
hansa planes.
