The hijackers, 30-year-old Vlastimil Toupalik, an air traffic control inspector, and his 22-year-old compan- ion, Ruzena Vlckova, employed at Prague's air terminal, boarded the flight in the western Czechoslovak resort town of Karlovy Vary. Shortly after takeoff the hijackers, brandishing handguns, ordered the pilot to go to Germany. After landing at Frankfurt, they refused to allow any of the other 24 passengers or three crewmen to leave the plane and demanded fuel for a flight to Munich, 180 miles to the southeast. About two hours later they dropped their demand and surrendered when officials convinced them that the special fuel needed for the YAK-40 jet was not immediately available. Soon after their surrender the plane was allowed to fly on to Prague, its original destination. This is the sixth time since 1970 that Czechoslovaks have defected to West Germany by diverting a commercial airliner. The two hijackers in this incident asked for political asylum; however, Frankfurt police say they will be held on charges of "endangering airline transportation." On 12 October a formal demand for their extradition was delivered to the German ambassador in Prague. In the past, West German officials have refused to return air pirates to Czechoslovakia. but have required some to serve terms in German jails. 7 Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 JRA Issues Public Statements In the wake of its recent successful hijacking of a Japan Airlines plane, the Japanese Red Army (JRA) has issued statements via press outlets in various parts of the world. On 11 October, the Paris bureau of the Kyodo News Service received a letter from the JRA hijackers addressed to Japanese Prime Minister Takeo Fukuda. Earlier contacts with the press include another JRA letter published on 6 October by a leftist newspaper in Osaka, Japan, and an interview with a man claiming to have masterminded the hijacking, which was published by the Reuter news agency and datelined 5 October, Nicosia, Cyprus. A separate interview with another JRA representative was reported by Kyodo News Service in a dispatch distributed on 4 October. The hijackers' letter to Prime Minister Fukuda stated that the Japanese government should accept complete defeat in the hijacking and threatened another JRA attack if the government "shamelessly" chased after the hijackers. The letter said the JRA would destroy the Japanese monarchial system and continue to strive for the establishment of a "people's republic" in Japan. The JRA statement mailed to "The People's Journal" in Osaka also stressed the JRA's armed struggle against Japanese imperialism and implied there may be further "rescue opera- tions" for colleagues still imprisoned in Japan. The letter stated that all those fighting against Japanese imperialism are comrades of the JRA, whether they be "penal offenders" or "political offenders." In the Reuter interview, which took place in a Middle Eastern capital, a man using the name Yano Kenichi claimed to be a member of the JRA's Politbureau and to be the "brain behind the hijack." According to Kenichi, the JRA Polit- bureau consists of "less than a dozen members" and the entire JRA has less than 150 full-time members, most of whom are based in Japan. 50X1-HUM Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Next 1 Page(s) In Document Denied Iq Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 12 October 1977 NOTES New Letter from Schleyer Increases Concern for His Safety A new letter has been received from kidnaped West German industrialist Hanns-Martin Schleyer. The handwritten letter, which FRG officials have determined is genuine, was received by two French newspapers and a Swiss news agency. It was accompanied by a photograph of Schleyer bearing the inscription, "imprisoned by the R.A.F. for 31 days." Schleyer stated in the letter that time might be running out for the government to negotiate his release and urged the FRG to free the 11 prisoners as demanded by his kidnapers. West German authorities have maintained that they cannot find a country willing to accept the imprisoned terrorists after their release. Schleyer pointed out that this argument no longer seemed valid in view of Algeria's acceptance earlier this month of a group of Japanese Red Army hijackers and released Japanese prisoners following the seizure of a JAL aircraft. Schleyer wrote that he was convinced his kid- napers would not wait much longer. Bomb Hoax Diverts Pan American Jet On 4 October a Pan American Airlines 747 jet flying from San Francisco to Tokyo was forced to land at Vancouver, Canada. A note stating eight bombs were aboard was found in one of the plane's washrooms. The 288 passengers deplaned safely and officials searched the aircraft but no explosives were found. After an overnight delay the flight continued to Tokyo. 50X1-HUM Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 50X1-HUM Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Next 1 Page(s) In Document Denied Iq Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 Declassified in Part - Sanitized Copy Approved for Release 2012/06/22 : CIA-RDP79-01209A000900030001-7 12 October 1977 CHRONOLOGY OF SIGNIFICANT INTERNATIONAL TERRORIST ACTS Date: 9 October 1977 Place: Greece, Athens Explosion at U.S. Military Club A bomb exploded outside a U.S. noncommissioned officers' club in an Athens suburb on 9 Octo- ber.
