They are Gregory Alexander Grates, who hijacked a Delta Airlines jet on a flight from Atlanta to Savannah in 1971, and Carl and Norma White, who hijacked a National Airlines plane bound from Los Angeles to Tampa, Florida also in 1971. These are the first hijackers sent back to the United States by the Cuban government: since it signed an agreement two years ago either to hold individuals who hijacked aircraft to Cuba or to return them to the United States to stand trial. The sentences of three of the defendants were commuted to five years at hard labor. Four other defendants were acquitted for lack of evidence. Those attacks were claimed by the "Revolutionary Arab Youth Organization," believed to be synonymous or connected with the Shibbu gang, a Lebanese urban guerrilla group. Torralva reportedly was involved in a bloody series of bank robberies which have resulted in the deaths of 15 policemen and 3 civilians since 10 December. 1974. The LCS is probably the most highly organized terrorist group operating in Mexico and since its founding in the spring of 1973 has been involved in numerous robberies, murders and bombings in the central area of Mexico. The last LCS action directed against international targets occurred on 4 December 1974, when an LCS member attempted to abduct the French Consul General from the French Embassy in Mexico City. (UNCLASSIFIED) Bomb Explosion on Philippine Airlines Flight Six U.S. citizens escaped serious injury when an explo- sion, apparently caused by a black powder bomb, blasted a hole in the rear of a Philippine Airlines (PAL) jet on 3 June. The aircraft was at 20,000 feet some. 17 minutes from Manila, accord- ing to a PAL spokesman. Forty-five passengers were injured, of whom at least five required hospitalization after a successful emergency landing at the Manila International Airport, but none of the six Americans on the flight was seriously hurt. The blast produced a hole about four feet in diameter in the fuse- lage beside the right engine of the British-built twin-engined BAC-111. The bomb is thought to have been placed in one of the aircraft's rear lavatories. Place: Italy, Rome Fire bombs were thrown at offices of three American companies only hours after President Ford left Rome. Windows were broken at a branch of the Bank of Amer- ica and Italy; a fire in a storage area caused minor damage at Goodyear Tire Com- pany; and bombs exploded but did not break windows at an ITT subsidiary. Place: Philippines Six Americans were on board when a bomb exploded in the rear section of a PAL plane on a domestic flight. None was seriously injured. (See Notes.) Place: Peru, Lima A small bomb was thrown over the wall and exploded in the garden of the U.S. Ambassador's residence in Lima. The Ambas- sador and his wife were away at the time. No injuries or damage occurred. The Movement of the Revolutionary Left (MIR) claimed credit in a telephone call to a French news service. Hansen faces charges of air piracy and failure to re- port for the military draft. Hansen is the fourth American hijacker to be returned to the United States from Cuba via Barbados in the past month (see the 3 June issue). In a further gesture of good will, the Cuban government also has agreed to return $2 million in ransom which was paid to the hijackers who diverted a Southern Airways DC-9 to Cuba in November 1972. The anarchists asked what kind of support the PFLP could provide to the 2 June Movement, such as false documentation and hide- outs for terrorists who wanted to disappear for long periods. The PFLP representative said the PFLP could hide German ter- rorists in Syria, Iraq or Lebanon for 6 to 1.2 months, at a cost of $800 to $1,200. He suggested that 2 June fugitives could also hide in Guatemala, where they would have to cover only the costs of their travel. The 2 June Movement also re- portedly asked the PFLP to provide false passports, which were to cost approximately $2,000. There is no evidence, however, that the 2 June Movement or other West German ter- rorist organizations have ever used documentation fabricated by the PFLP, or that their fugitives have taken refuge in the countries suggested by the PFLP. (SECRET/NO FOREIGN DISSEM) Six Japanese Red Arm Members Reportedly inPortugal Six Japanese Red Army terrorists were in Portugal as of early June, according' to an unconfirmed report obtained by French security authorities. These six were JRA head Shigenobu Fusako and five other JRA members who partic=ipated in such past JRA operations as the September 1974 attack on the French Em- bassy at the The Hague and the February 1975 surveillance of the Lebanese Embassy in Stockholm. The ultimate destination of these JRA members is not known. The JRA members alleged to be in Portugal are the same six individuals for whom Japanese authorities have issued arrest warrants (see the issue of 20 May). Crowley, the U.S. Air Attache in the Dominican Republic. Taveras, who has been described as a leader of the moderate wing of the Dominican Popular Movement (MPD), thanked the press for its efforts on his be- half saying that press organs were largely responsible for his release. Taveras had previously rejected a conditional release which would have required him to report to the police once a day.
