French, Belgian and Spanish security services believe the GARI is responsible for a series of -terrorist inci- dents directed at Spanish personnel and installations in France and Belgium in May, July and August 1974. (See the issue of 21 August, page 4.) Press accounts said that the French Minister of Interior publicly described the GARI as "primarily a terror- ist and criminal organization whose aim is to provoke in France and abroad sabotage and explosions to create a climate and atmosphere of terror and insecurity."
