GARI Terrorists Arrested in France
Four members of the anti-Franco International Revolutionary
Action Group (GARI)--two Spanish and two French--were arrested
by French police the weekend of 21 September, according to the
Spanish press. French, Belgian and Spanish security services
believe the GARI is responsible for a series of -terrorist inci-
dents directed at Spanish personnel and installations in France
and Belgium in May, July and August 1974. (See the issue of 21
August, page 4.) Press accounts said that the French Minister
of Interior publicly described the GARI as "primarily a terror-
ist and criminal organization whose aim is to provoke in France
and abroad sabotage and explosions to create a climate and
atmosphere of terror and insecurity." (UNCLASSIFIED)

NOTES
Joint Communique by Groups Rejecting Middle East Negotiations
The radical fedayeen organizations and the Ba'th party
of Iraq issued a joint communique in Baghdad, dated 12 October,
in which they reiterated their opposition to peace negotiations
concerning Palestine. It was signed by leaders of the Bath
party, the Popular Front for the Liberation of Palestine
(PFLP), the PFLP-General Command, the Arab Liberation Front,
and the Popular Struggle Front. The communique condemned all
formulas aimed at recognizing the Zionist entity and freezing
the Palestinian conflict; denounced "deviationist trends aimed
at liquidationist solutions;" agreed to creation of a united
front of all organizations and personalities rejecting capitu-
lation; condemned "imperialist plots," particularly Iran's

intervention in Iraq's domestic affairs; urged convening a
conference of all Arab nationalist progressive forces; and ad-
vocated cementing ties of friendship' with socialist countries
and "liberated" countries of the third world. The communique
made no reference to the PFLP's recent withdrawal. from the
Palestine Liberation Organization (PLO) Executive Committee.

hostage at the Nice airport for 13 hours before surrendering
to French police. He told French authorities he wanted to
talk with the President of France in an effort to secure the
release of his wife from an Italian jail, or he would kill
his hostage. Recalusso was informed that his wife was not
in custody and that she had left Milan for an unknown destina-
tion on 23 October. During the day-long ordeal at the airport,
Recalusso stated he had been in trouble with authorities in
Argentina approximately 10 years ago. He added that he
wanted a pledge from the Mexican Consulate that he and his
wife would be allowed to live in Mexico and would not be ex-

CHRONOLOGY OF SIGNIFICANT INTERNATIONAL TERRORIST ACTS
Date: 21 October 1974 The USIS Binational Center and
three affiliates of U.S. com-
Place: Argentina, panies were targets of terrorist
Cordoba Province bombs. An explosion occurred at
the USIS center in Rio Cuarto at
about 4:00 a.m. Considerable
damage was done, but no one was
injured. An Argentine official
of the Transax Company (a Ford
affiliate) was seriously injured
by a powerful bomb as he left
his home in San Carlos. A Ford
showroom and a Pepsi Cola bot-
tling plant in Rio Cuarto were
bombed, with moderate damage

Date: 26 October 1974 A convicted fedayeen hijacker
and three other prison inmates
Place: The Netherlands, seized 24 hostages from a visit-
Scheveningen ing church choir in the prison
chapel and were still holding
them as of 29 October. Negotia-
tions with Dutch authorities were
in progress but the prisoners'
ultimate purpose was not clear.
Five of the hostages, mostly
children, have been released.
