NOTES
U.S. Ambassador to Cyprus Slain as Mob Attacks Embassy
U.S. Ambassador Roger P. Davies was shot and killed on 19
August in what U.S. officials termed a carefully coordinated
attack on the Embassy in Nicosia. The attack came when a
demonstration by Greek Cypriots suddenly became violent.
Automatic weapons and rifle fire broke out from at least two
points and concentrated on the Ambassador's residence and
second-story office. There is evidence that some rifle fire
came from the upper floor of a nearby building, supporting the
belief that the violent attack was preplanned. A local employee
of the Embassy was also killed during the attack. Preliminary
reports indicated that the extremist?EOKA-B organization, which
favors the union of Cyprus with Greece, participated in the
attack, and also that men in National Guard uniforms were seen
shooting at the Embassy. According to an Associated Press
report, warrants were issued on 20 August for the arrest of
three persons in connection with the slaying of the Ambassador.

Attempt to Kill Jamaican Security Minister in Miami
An attempt was made to kill Eli Matalon, Jamaican Minister
of National Security and Justice, on 15 August, according to a
UPI story in the 16 August Washington Post. Matalon, who is
leading a crackdown on drug smuggling in his country, was
visiting the offices of the Drug Enforcement Administration in
Miami, and discovered a bulky package in his car when he left
the DEA building. He became suspicious and summoned authori-
ties, who defused a foreign-made fragmentation grenade. The
grenade was live and the pin had been removed, but its wrapping
had prevented it from exploding. Matalon dismissed the incident
as an "occupational hazard" and asked that it be played in a
low-key manner. A full investigation is underway, and DEA is
providing protective service for Matalon and his family for the
remainder of their stay in the Miami area. (UNCLASSIFIED)

Syria, Bomb Explosion at U.S. Pavilion.
Damascus A homemade bomb exploding at night near
the entrance of the U.S. pavilion at the
Damascus International Fair caused moderate
damage to the building and more serious
damage to the "Skylab" exhibit. One pa-
vilion guard and one civilian policeman
sustained minor injuries. The Syrian Min-
ister of Interior, who personally visited
the site after the explosion, ordered an
immediate investigation and arranged for the
overnight repair of all visible damage.
Guards have been doubled. A newly surfaced
group, "The Arab Communist Organization,"
announced the following day that it was re-
sponsible for the bomb explosion. (UNCLAS-

Colombian Puerto Rico, Unknown ** On 1 August the Colombian Consulate in
Consulate' San Juan San Juan, Puerto Rico, received a letter,
signed "Alejandro, ELAC" (not further
identified), warning that those dealing
with the Castro regime would be consid-
ered a military objective. Several
consulates that have been bombed in
Puerto Rico also received letters signed
ELAC. In addition, the Consul General
has received several telephone calls
advising that the Colombian Consulate
would be the next one bombed. (Comment:

Jewish Woman in Hijacking Plot Released from Soviet Prison
Silva I. Zalmanson, a Soviet Jewish woman who had been
sentenced in 1970 to ten years in prison for her role in an
unexecuted plot to hijack a Soviet aircraft, was released on
22 August, reportedly as a result of public protest in the
West concerning her poor state of health and continued de-
tention. Zalmanson, her husband, her two brothers and eight
others, all but two of them Jews, had been arrested on 15
June 1970 at Leningrad as they started to board a small air-
craft for a local flight to a place near the Finnish border,
as their first step toward escaping to Israel. Zalmanson has
advised news services in Moscow that she does not intend to
leave the USSR until she has been permitted to see her hus-
band and brothers, who are still serving prison sentences.
She plans to ask authorities to pardon them as well.
