NOTES
Samuelson Released
Victor E. Samuelson, the Esso Argentina executive who was
kidnapped by the People's Revolutionary Army (ERP) on 6 Decem-
ber 1973, was freed by his abductors on 29 April. Samuelson,
who appeared in good health, was released at the home of his
children's pediatrician. He was later driven to a hotel in
downtown Buenas Aires where he was c{uestioned for more than an
hour by Argentine police, according to a Reuter dispatch.
Samuelson was then flown to Miami and is now at an undisclosed
location in the United States. Samuelson was held for 49 days
after Esso Argentina paid his captors a record $14.2 million
in ransom. It has been speculated in the press that Samuelson
was held for such a long period of time after payment of the
ransom in order to give the terrorists time to "launder" the
ransom money so that it could not he traced. Further details
of Samuelson's captivity are as yet unavailable. (UNCLASSIFIED)

Consul General Florida does not appear on a list of prominent
Miami ~ persons in Panama marked for "extermina-
tion" which was attached to a letter
thrown into the Panamanian Consulate in
1~~Iiami, Florida. {See 24 April issue,
page B-I-7.) The letter contains de-
tails of heretofore unspecified political
information an anonymous caller offered
for $250,000 outlining a plot to over-
throw the Government of Panama. Vague
mention of a list by the caller was appar-
ently mistakenly interpreted by Consu-
late personnel to mean the Consul was on
a rumored list of Cuban exile leaders in
the Miami area marked for assassination.
The FBI is investigating the incident.

Lebanon, Tapline Unit Sabotaged by OANY.
Maysat A ynamite blast damaged the Tapline tele-
metering station located about two kilo-
meters west of the Hasbani River in the
vicinity of the Israeli border. The
Lebanese Army extinguished the resulting
fire, which had no effect on pipeline
operations. According to a Beirut news-
paper, the Libyan-backed Organization of
Arab Nationalist Youth for the Liberation
of Palestine (OANY) claimed credit for

France, Spanish Extremists Kidnap Paris Banker.
Paris The manager of the Paris branch of the
Bank of Bilbao was seized by three kid-
nappers as he was about to get into his
car in the suburb of Neuilly. According
to newspaper reports, the French police
believe that either Spanish or Basque
extremists were responsible for the kid-
napping since Bilbao is in the Spanish
Basque country, where extremist move-
ments are agitating for automomy from

in a 3 May letter signed by the "Haitian
Simbionese Army," according to the FBI.
The letter charges U.S. complicity in
the alleged jailing of a political pris-
oner in Haiti. The letter warns that
unless the prisoner is released "we are
out to kill" and states that "the Ameri-
can Ambassador, Consul, the entire per-

NOTES
Sentencing of Turkish/Palestinian Terrorist Group in France
Eight self-confessed members of the left-wing Turkish
Popular Front and the widow of a Turkish urban guerrilla leader
were sentenced on 10 May in Paris to prison terms ranging from
6 to 13 months on charges of illegal possession of arms and
explosives seized during a raid on their villa on ZO December
1973, according to Reuter, Paris, (For details on the mission
of the Turkish/Palestinian terrorist group arrested in a villa
outside Paris, see the issues of 3 January, page 1; 16 January,
page 4; 23 January, page 12; and 27 February, page 5,) The
Reuter report adds that four others picked up in the same raid,
' including two Palestinians and an Algerian, were previously
released on an undisclosed date, and that the Turkish Popular
Front was linked with the Popular Front for the Liberation of
' Palestine in the preparation of terrorist actions throughout

Three Europeans Still Beim Held by Chadian Rebels
The three Europeans kidnapped in northern Chad on 21 April
by rebel Toubou tribesmen are still being held. On 12 May the
kidnappers laid down the conditions for the release of the

belonging to one of the hostages. The kidnappers demanded that
the ;overnment of Chad release 32 political prisoners (as yet
unidentified), assist in financing a rebuilding program in the
oasis town of I3ardai in northern Chad, and issue a political
manifesto (not further defined). The government is currently

London An explosive device placed on the window
sill of a house immediately adjacent to
the Cuban Embassy was detonated by means
of a safety fuse giving a two-or-three-
minute delay. The explosion caused only
minor damage and no injuries. Cuban Em-
bassy personnel expressed the opinion
that the bomb had been intended for their
embassy, as several--other Cuban embassies
throughout the world had recently been

An explosive device which had been shipped

Miami, Florida, exploded at Port-au-Prince
airport causing extensive damage to the

Pan Am cargo facility-but no injuries to
personnel. The package had been addressed
to the brother of the Haitian Minister of
Interior. A second parcel bomb package,
addressed to an officer of the Presiden-
tial Guard, was discovered at the same
facility and placed in safe keeping.

Bombing of USIA Regional Service Center.
An explosive device placed against the
outside of the reinforced concrete wall
of the USIA Regional Service Center blew
an 1$x24-inch hole in the wall. The shaped
plastic charge did not cause any major dam-
age to the printing presses or any persorL-
iiei injuries. Investigation by Lebanese
Army bomb experts determined that the prepar-
ation and installation of the charge had
been accomplished in a professional manner.

Cuban Exile Group Claims Responsibility for Bombing Cuban
Installations in Mexico an Lon on
A leader of the Cuban National Liberation Front (FLNC), a
Miami-based Cuban exile terrorist group, told an FBI source
that the FLNC was responsible for the 14 May bombing of the
Cuban Consulate in Merida, Mexico. He added that the FLNC does
not send explosive material to its small group in Mexico but
forwards money to the group so that it can purchase explosives
and carry out bombings.
On 9 May the Miami News contained a brief story about the
bomb that exploded next~oor to the Cuban Embassy in London
earlier that day, and said that a spokesman for the FLNC had
informed the newspaper that the FLNC was responsible. (Comment:

Israel, Seizure of Israeli School and Children.
Maalot Three members of the Popular Democratic
Front for the Liberation of Palestine
(PDFLP) seized a school located near the
Lebanese border, took 90 Israeli students
and teachers hostage and announced they
would be killed unless 23 terrorists held
by Israel were released. When negotia-
tions for the exchange broke down, Israeli
defense forces stormed the building; the
three fedayeen and at least 22 of the
hostages were killed. (See Articles,)

United Kingdom, Bomb Explosion at London Airport Garage.
London A bomb estimated as weighing 100 pounds
was detonated in a public parking garage
at Heathrow Airport, damaging about 40
vehicles and injuring three persons, in-
cluding one American tourist. Approxi-
mately 15 minutes earlier a man citing
the code word previously used by the IRA
had warned British authorities of the

damaged by fire set by an unknown person.
An anonymous telephone caller to the As-
sociated Press identified the arsonist as
a member of the "Jewish Sternist Commit-
tee." In the opinion of the New York
police this is a name used by the Jewish

Rome A bomb explosion in the courtyard of the
Albanian Embassy caused serious material
damage, according to a Tirana news broad-
cast. Three more bombs were discovered
and neutralized before they could explode.
The perpetrators have not been found.

to the Peruvian Embassy in a package was
discovered and neutralized before it
could cause any harm. After deactivation
by the Metropolitan Police bomb squad the
device was turned over to the FBI for

Brussels, A stolen automobile loaded with ferry cans
Liege, - of gasoline and bottles of butane gas ex-

damage to the building, which also houses
the First National Bank and the American-
