SOVIET TRADE TACTICS
In the light of the current expansion as compared with recent
low levels of trade between the Soviet Bloc and the Free World, it is
suggested that the Consultative Group should devote increased
attention to any changes in the tactics of the Soviet bloc in East-
West trade generally., in order to take account of developments likely
to affect the operation of the strategic export controls. Provided
the, discussions on these broader subjects are restricted to their
relationship with the strategic controls, no amendments to the terms
of reference of the Group will be required. It is suggested specifically:-
(1) that from time to time the Consultative Group should
arrange a discussion on Soviet trading tactics and their
effect on strategic controls, in the light of the
experience of the various participating countries,
(2) that members should provide more regular information
n Soviet attempts to obtain strategic goods, directly
or indirectly,, and on other aspects of Soviet trade
which may affect trade in such goods,,
(3) that members should feel free to present information
concerning trade between nonparticipating countries
and the Soviet bloc, particularly information concerning
trade in strategic goods, and to request a discussion.
