OF ORR
Although I personally spoke with many of you during the past
two days, expressing my regret in having you leave the area for
which I have been responsible for so many years, I do want to
send out this note in order that I may be sure that I have expressed
my personal appreciation to all for your loyalty to the organization
and for the fine manner in which you have carried out the many
tasks assigned to you during your varying periods of employment
in the Office.

I particularly regret finding myself no longer in a position for
being responsible for those of you who came with me from the
Department of State back in 1947 and who have been such good
friends over these many years.
The DD/I and the many others with whom I have recently spoken
are as confident as I that the new Office of Basic Intelligence, which
comes into being tomorrow, will experience successful growth
under its new and expanded charter. In the new 25X1A9a
Assistant Director for Basic Intelligence, you have a fine and
understanding leader with long experience in the Agency and in
government and with a high reputation in the geographic profession,
in whom I know you already have full confidence. Moreover,- 25X1A9a
equally experienced in many aspects of intelligence and
well known to you all, will be working at his side, giving strong
support.
