CIA Requirements for Military Maps and Charts, 1973-1980 REFERENCE . Your memorandum S-273E/MC-2, dated 2 December 1970, same subject 1. Forwarded herewith is the current CIA estimate of requirements for standard Department of Defense mapping, charting, and geodesy products during the period 1973-1980. In accordance with previous guidance, the requirements express total needs for a product without reference to the feasibility of production or the adequacy of existing coverage. The present statement reflects relatively few changes from the previous submission. 2. The completion of the Special Intelligence Graphic (SIG) series, TOPOCOM 1505, remains the most pressing CIA map requirement. Priorities within the series will continue to be revised and adjustments made in the interests of timeliness and economy. 3. Intelligence requirements for standard topographic maps are shown on the accompanying index maps. Deletions from last year's submission are distinctively identified. The requirement for standard topographic maps at 1:250,000 (JOGs) for East Asia and the USSR is extensive and is in addition to the TOPOCOM 1505 series. Other areas of particular intelligence significance for which more modern 1:250,000 maps, based on current resources, are needed include: Europe The borders of Yugoslavia with Hungary/Rumania/and Bulgaria There are no other changes in the Europe requirement Middle East Israel Lebanon DIA review(s) completed. The requirement for large-scale coverage of some areas of Communist China, 1:50,000, remains a top priority CIA need. Some sheets have been deleted from last year's expression of this requirement due to changing intelligence needs. A new requirement exists for 1:50,000 coverage of the area 50 miles on either side of the Suez Canal. Photomaps would adequately satisfy this requirement. The requirement for large-scale coverage of 1is no longer valid. 25X1 5. The requirement for 1:25,000 scale maps of the Tuamotu Archipelago has been dropped but such coverage is still needed for the Paracel Islands and Pratas Island. 6. Annotated Air Target Charts, 1:200,000, depicting information vital to the Intelligence Community are in constant demand for monitoring developments in the USSR and its satellite European neighbors as well as the military situation in Laos, Cambodia, and North and South Vietnam. Coverage of Korea, the Middle East, and Cuba is also desired. Many of the ATC 1:200,000 charts were printed in the late 50's and early 60's d lect recent intelligence. 25X1 F 7. Requirements remain valid for completion of the 1:500,000 Pilotage Charts of mainland China, Mongolia, Korea, Southeast Asia, and South Asia. (See Index) 8. There is a continuing need for complete, current, worldwide coverage by 1:1,000,000 topographic maps and aeronautical charts. Much of the available coverage is in critical need of revision. Because of the broad, general scope of this intelligence need, no index is being forwarded. 9. Changes in requirements for nautical and coastal charts are shown in Appendix I. Requirements for coverage are greatest in South Asia, Southeast Asia, and the Far East. The need for large-scale coastal charts of Chagos Archipelago, Seychelles Islands, Maldive Islands, Laccadive Islands, and Socotra is reiterated. 25X1 il. A careful review of our requirements for nautical charts and town plans confirms that those previously listed as priority II D and III C were true requirements which are still valid. Consequently they have now been placed in priority II and should not be deleted. The automatic priority changes caused by DIAMC adjustment of I to I A, II A to I B, etc., are not itemized. 12. In response to your query on this point, it is difficult to specify the suitability of photomaps or other graphics as substitutes for city maps and large-scale topographic maps without consideration of the specific intelligence situation involved. Photomaps would satisfy a large variety of our intelligence requirements, 25X1 15ut are o limited value tor many photo interpretation requirements. In some instances, use of a photo base product may require security controls that will reduce the utility of the graphic. In numerous cases, accurate contours are critical to our needs. We will be glad to consider proposals for substituting photomaps for other maps on a case by case basis.
