Dear Mr. Brammell:
In answer to your letter of April 5, requesting estimates of
funds required for NIS-Section production in FY 1968-FY 1970,
I enclose a statement prepared by the Economic Research Service.
As indicated there,
a. Costs for FY 1968 exceed the level indicated a year
ago, owing to the pay increase effective October 1967.
b. The estimate for FY 1969 is approximately the same as
our current projection of expenditures for FY 1968,
after allowing for current higher salary rates through-
out FY 1969 instead of only 9 months in FY 1968, and
the usual within-grade salary increases. It allows for
one-half man-year less than the estimate for FY 1969
made in the spring of 1967. The estimate for FY 1970
is the same as that for FY 1969 after allowing for
within-grade increases.
c. The cost of subcontracting the soils section in both
FY 1969 and FY 1970 is carried at the same level as in
FY 1968, pending instructions regarding the areas to be
covered in FY 1970 and 1971, since its schedule is one-
half year ahead of ours. The actual cost will probably
be smaller.
