C. 20505 In your letter of April 5 you requested information on funds and personnel required for Fiscal Years 1968, 1969, and 1970. For FY 1968 we will be able to absorb the pay act increase effective October 8, 1967, from the original allotment. We will have no significant surplus. Following are our estimates of funds and personnel required for FY 1969 and 1970 to carry out the production effort requested in your letter. For FY 1969 an estimated 5 percent has been added for the expected pay increase, but we have not made such an addition for FY 1970. Administrative costs are computed at 8.5 percent. Approved For Release 2mc 25X1A9a TFIT& 79-01153A000100140001-5 Approved For Releaser2000/08/29: CIA-RDP79-011500100140001-5 CONFIDE T 1,'L 2- 25X1A9a The above estimates do not reflect any reduction in costs over FY 1968, because we do not believe your request for standard coverage in India, Thailand, Rhodesia, and Brazil and abbreviated coverage in Israel, Zambia, and Uruguay reflects a reduction in work load over FY 1968. All three of the abbreviated coverage countries are lightly forested. We have made an analysis of time spent on past reports for lightly forested countries as against the better forested countries and find that they normally require only one-fourth to one-third as much time. Our analysis shows that a reduction of 25-35 percent in the time spent on reports of the three lightly forested countries would result in an overall savings of only one-quarter man-year. Therefore, we believe that our staff of five technical and two clerical people will be needed to do the work you are requesting. Mr. Everard indicated to by telephone that the Forest Service might be able to absorb some of the overhead costs of this project. Our Deputy Chief for Administration has disapproved this approach on the basis that the Forest Service is acting as a service agent for the Central Intelligence Agency and cannot justify paying part of the costs. Furthermore, the Forest Service faces severe cuts in FY 1969. Sincerely yours, CLARK E.
