The Intelligence Directorate, Joint Staff, acting for the Joint Chiefs of Staff, reported in November 1960 on a comprehensive survey of the military establishment (addresses attached) to determine military requirements for NIS basic intelligence. The main purpose of the survey was to establish guidelines for JSC priorities which, at that time, governed to some extent NIS production schedules 2. The responses from this survey showed some preferences in terms of areas in which sociological information was regarded as essential to the accomplishment of the mission of the Command, Agency, or office using the NIS. Section 42 was regarded as essential in 95 areas; Section 43 in 78 areas, and Section 46 in 69 areas; i.e., military users felt that Section 42 was necessary in 82% of the areas covered by the NIS, and the other sections were essential in lesser degree. 3. Since that time, Section 42 has been prominently included in supplemental distribution and special releases of the NIS. Of some 3,000 extra copies requested during any three-month period, Sections 42 and 43 normally are in the upper third of such distribution.
