MEMORANDUM FOR THE RECORD
SUBJECT: Telephone Conversation With Dr. Conrad F. Taeuber,
Bureau of the Census, on 10 June 1966
1. Dr. Conrad F. Taeuber, Bureau of the Census, called
today to report that he had discussed with the Director of the
Bureau of the Census the matter of taking over from HEW the
Staff and its NIS work, and that the Director felt that it was
necessary to review the entire question with the Secretary of
Commerce. Dr. Taeuber said that he thought this would take
place early next week.
2. The Director of the Bureau of the Census takes the posi-
tion that, if the Bureau is in a "free" situation to accept or
reject work requested of it by various Government components,
its mission would weigh against assuming a responsibility for
producing NIS. On the other hand, if the Bureau is considered
by the Secretary of Commerce to be a service agency for the
Government, then the question of how far a service agency can
go in accepting work beyond its stated mission would have to be
answered.
3. Dr. Taeuber gave the impression that both he and the
Director of the Bureau are favorably disposed toward undertaking
the NIS work on Sections 42, 43, and 46 (in its role as a service
agency), but that these basic questions would have to be answered
by the top management in the Department of Commerce.
