Brammell Director of Basic Intelligence Central Intelligence Agency Washington, D.C. 20505 With reference to your letter of March 14, 1967, you may be assured that I do understand and share your concern regarding our performance on National Intelligence Survey sections. As an indication of my concern and the actions which have already been taken to overcome the difficulties, I wish to advise you of the schedule of submissions we plan to accomplish before the end of the fiscal year as follows: Submission by Submission by May 15, 1967 June 30, 1967 Section Country Section Country 62 Arabian Peninsula 62 Spain 62 Nigeria 63 Spain 62 Sweden 63 Rhodesia 62 Chile 63 Yugoslavia 63 Thailand 63 Austria While the above program may seem ambitious in light of performance in the first part of the current fiscal year, the copies referred to are sufficiently in hand to be delivered as scheduled. Completion of the above will not clean out the entire delinquent schedule, however, the increased pace of production will be continued until all delinquent copies are worked off. Carryover copies by the end of the fiscal year will still constitute a considerable burden. At present virtually all of these are in some phase of progress and by the end of the fiscal year many should be in final stages of processing. The momentum we have been able to generate in recent months will enable us to continue accelerated deliveries into the next fiscal year. The mechanics of typing and reproduction will be given every consideration, over and above the strengthening actions already taken, so as not'to form.any bottlenecks. Under the accelerated pace, when unit production is uppermost in mind, we are making every effort to maintain quality. To reduce any risk to a minimum, in assigning extra personnel from our non-NIS staff, I have used those persons most familiar with NIS operations. I have directed that each copy be carefully examined to insure the inclusion of only the most germane and appropriate information. This will have the effect of shorten- ing the physical size of individual sections in line with agreements with your staff, without serious depreciation of the fundamental scope. We have always found your organization most helpful and understanding in the past. In this regard, I suggest several areas where your staff can be the most helpful to our current effort. I would like to defer our annual production/budget meeting to as late a date as possible so that we may be able to demonstrate, in a material way the anticipated fruits of our crash program. Further, those members of your staff who cooperate with and contact our working force in production and editing phases might be advised of our moves to overcome the critical situation. Finally, we may request some reduction in the scheduled number of units for the coming fiscal year, the normal schedule to be resumed as soon as possible. At your. convenience, I will be glad to discuss any facets of the program with you in person.
