UNITED STATES GOVERNMENT Chief, D/Ma FROM : Chief, B/MI SUBJECT: The TO in relation to the NIS Production Schedule 1. The decrease in the number of Chapters IX to be produced during the next fiscal year results from production experiences during the last year. The optimistic estimate of 18 completed studies far surpassed our capabilities and those of all contributors, and the estimate was not backed up by practical experience. As I recall, it was at the insistence of the Chief, D/NIS that 18 chapters were initially scheduled. 2. It is false to assume that the TO bears a direct relationship to the NIS production requirements as is evidently being done. The final Chapter IX represents not only the concerted production effort of a given period of scheduled time but also the results of research spread over three to four years. The accumulated "know how" did not happen over the past year just because TO increases were made. 3. It had long been recognized that the number of personnel available for map and geographic intelligence work, before the NIS program was begun, was not adequate for the needs. The increase in TO given impetus by the NIS program has in part given B/MI a better chance of accomplishing necessary basic backlog map analysis and evaluation, geographic and cartographic research, and mapping intelligence work. The Branch is still not up to date and is barely able to keep apace of requirements being placed upon it. 4. Several critical spots in workload still exist even with the reduced production schedule. They are in editing and in typing. And because of the intensive research required for Chapters IX many of the regional sections have been pushed to the point of overtime in order to meet deadlines. 5. B/MI is in a better position to do a more adequate and comprehensive job on each of the Chapters IX with the personnel now available. Also, the Branch is able to conduct basic geographic and map intelligence research in a more normal fashion than ever before possible. To take away personnel because of.a reduced NIS production schedule is to weigh too heavily the number of people on the TO against the number of Chapters IX scheduled rather than to give appropriate emphasis on complexity of mapping, map coverage, difficultness of research, etc* ANG _ IN CLASS DECLASS!RI D CLAS3.
