SUBJECT: Revision of ORR Project 13-51 The Volume and Nature of Soviet Bloc
Inland Water Traffic, Part II, the Satellites
Subject paper is transmitted herewith in compliance with memo-
randum from Chief, D/R to Chief, D/S, 14 October 1952, requesting
revision in compliance with suggestion of Chief,.S/TR.
The disorganization of the original paper precluded any adequate
revision short of a completely new draft. For that reason, therefore,
no detailed revision has been attempted. Material not considered
relevant or adequate, however, has been bracketed in red for deletion
if D/R concurs, and information readily available in S/TR files is
attached for insertion as indicated in the report.
It is readily recognized that the attachments will in several
instances require some additional editing before their incorporation
in the report. It was decided, however, to transmit the insertions
substantially as extracted from source documents in order to avoid
a major task of retyping in S/TR. It was felt, furthermore, that
this would impose no real burden upon D/R since the additional editing
required would necessitate one or more retypings of the report.

acceptable. We assured him of our ft there-,co9,peration on any specific
details.
