Approved For Release 1999/09/21 : CIA-RDP79-01082A000200010025-1 PROPOSED IAC AGREH[ENT SUBJECT: Permanent Committee for International Communism 25X1 A2dREFEHENCE: (a) Ad Hoc Committee's Interim Report of December 7, 1948 1. A permanent committee (hereinafter referred to as the _ Committee) is hereby established to plan and coordinate production of in- telligence in the field of international Communism as it affects national 25X1 A2d8 eourity. The Committee will work in accordance with the estab- lished NSCID and DCI Directives. 25X1A2d 2. The _ Committee shall act under the chairmanship of CIA and shall be composed of: 25X1A2d methods of procedure. 25X1A2d0010025- Chairman - CTA Vice Chairman - State Member - Army Member - Navy Member - Air Force Member - FBI Observer, or member when subjects pertinent to rea- ponsibilities of his office are discussed - CIA/OSO Such other ad hoc members as may be determined occasionally necessary by the regular committee members. The Committee will meet frequently in order to maintain the fullest exchange of available information and trends on International Communism; to prepare and maintain a program for production; to clarify areas of pro- duction and collection functions in cases where the allocations of these responsibilities under existing directives are not definite; to resolve pro- blems regarding priorities for production; to keep the interested agencies informed of work in progress; and to avoid duplication, unnecessary overlaps and lack of coverage. 5. Allocations for production will follow the dominant interests estab- lished in NSCID No. 3 and DCI 3/1, with each supplemental services as should be rendered by the FBI due to its responsibilities in the domestic field. No portion of this agreement is intended to apply to the coordination of domestic intelligence which is handled pursuant to the provisions of NSC 17/4. for the purpose of coordinating domestic with foreign intelligence. 6. When the _ Committee discovers that there are gaps in or un- necessary duplication of coverage or conflicting priorities, or when the established allocations of work are overlapping or not clearly defined, 25X1A2dOQleO _Committee will resolve the problem in so far as is possible in each case.
