3. I requested Mr. Reber to make a survey to determine
if there were any forms or similar papers normally signed by the
DCI that would have to be revised when Mr. Dulles assumes command.
Reber informed me that he knows of no facsimile signatures but
that the DCI signs correspondence to the President, the NSC, heads
of other Agencies and IAC papers, as appropriate and necessary.

a State Department document as Chairman, USCIB. There is some
question as to whether or not it is desirable to continue this 25X1A9a
when Mr. Dulles takes over, and undertook to look into

10. The Professional Selection Panel members met for a
dinner at Watergate, which was followed by a drafting session from
7:00 until 11:00 PM in the Director's Conference Room. We hammered
out a draft paper listing certain criteria for career employees.
