1. Discussed with Chief of the Central
Processing Unit, the problem which had arisen with the type of
passports to be issued (to 0/CI personnel traveling for purposes
of area familiarization. Apparently due to inadvertence, Central
Processing has been issuing official passports, which have been
inconsistent with the cover of traveling on personal business. It
was agreed and concurred in by 0/CI that hereafter,such personnel
will be issued a regular passport, except in instances where Govern-
ment cover may be utilized.
2. Discussed with Jim Reber and members of his staff the
problem of undertaking the revision within the DD/I area of existing
regulations and the initiation of new regulations involving substan-
tive Intelligence matters under the UD/A program for the development
of CIA regulations.. It was agreed that 0/IC would accept the respon-
sibility for taking necessary action with the interested offices. I
will have the responsibility for insuring appropriate coordination in
the !)D/I area of the administrative regulations drafted by DD/A and
where applicable, DD/P.
