1. At the morning meeting mentioned to DCI that I would like to
speak to him later in the day on USCIB matters and later would brief him
on develo eats in this field. At that time I rec uested that he speak
to in order to secure for Executive Secre-
tary of USCIB. DCI indicated that he would be willing to do this and we
are preparing a briefing memo for him. DCI also requested me to have
prepared a response to Mr. Hoover's letter suggesting that his represen-
tative might withdraw from certain IAC meetings.
2. Chatted briefly at breakfast with Mr. Amory on organization
IL. At the morning meeting called attention to the following
intelligence situations:.

3. Briefed on my talk with
a. Possibility of postponement of Viet Minh offensive in
IndocEiina.
b. The unsettled coup situation in Iran and Ambassador Saleh's
cogent comment that the Soviet peace offensive greatly reduced
Iranian bargaining power.
c. The seriousness of the situation with respect to Deception
Islan$ Chile indicated that April 15th was a deadline as far as they
were cone erred.
5. Also informed DCI that the estimators were considering rein-
stating the relaxation of tension estimate.

6. Put FBI liaison, in touch with in
order to follow up the evaluation of certain FBI foreign intelligence
reports. At that time, requested that we speak with him on our
answer to Mr. Hoover's letter respecting the IAC and I undertook to do so.
Later mentioned to DCI that I was going to do this.

Western issues for ysR1byathe Director at next Wednesday's NSC briefing .

9. 'phoned respecting a broadcast report that
Stoichev, former Bulgarian Minister in Washington, was proceeding to the
US with the view of reestablishing diplomatic relatiors. Informed True-
heart of State, and at the suggestion of - also 'phoned Ambassador
Heath who had some interesting comments. Undertook to follow up with Heath.

10. Mr. Amory mentioned that a a political attache
of State in Denmark, was very much up to date on the Danish situation. I
assume that he will put - in touch with any of our people who
require a briefing on this situation.

now had this matter in hand and would be

definition of CIA/State areas of responsibility in the economic field, as
it related to NIE-88. Regardless of any adjustments that might be made in
connection with the allocation of portions of this estimate, it seemed clear
to me that the general uestion of allocation should be dealt with directly
