attention to the Alsop column on Sunday last relating to the Berlin
policy paper. The Director expressed the view that this was a matter
that might well be referred to ICIS, operating under the chairmanship

suitable arrangement could be worked out.

authorized me to make arrangements with Bolling, who could report to Halaby.
6. Attended NSC Steering Group meeting respecting the Formosa
papers and pressed the DCIts view that it was most important to have
even a limited number of battle-worthy divisions which could be used
for any of the mart' purposes we might find useful. After some discussion,
Defense undertook to draft a revised paper.
7. Also, at the Steering Group meeting, instigated a request
by the Group for CIA aid to furnish relative evaluations of major factual

with be Soviet air position, including production. At the suggestion of
25X1A9a requested to have an appropriate minute by the
Steering Group drafted, after consultation with who attended 25X1 A9a

8. Talked with Mr. Price, Deputy Director of R&DB, which has
in mind a project for coordinating all research in Defense relating to
Psychological 'Warfare. They have in mind requesting to serve 25X1A5a1
on a part-time basis as the chairman of their panel. This choice seemed
excellent to me. I outlined briefly to Price the fact that we were engaged
in promoting coordination in this field, but felt that it would be most
helpful to have an intra-Defense coordination established. It was my
personal feeling that R&DB would be an excellent focal point for this
activity. Price also informed me that McClure had requested R&DB to
coordinate all Defense research relating to par.-military activities.
Here, again, I thought that intra-Defense coordination would be most
helpful, but it, of course, would have to be coordinated with us.
