1. Reported to the Director respecting Gen. Samford's call
indicating that the Air Force was taking an affirmative position in
favor of the dissemination of SE-27 25X1 X7
2. Also called attention to the item relating to Cyprus in
the CIB and indicated its importance. Accordingly, the Director
authorized me to bring this matter to the attention of State and I
thereafter drafted a letter to in Kingman Douglass' 25X1A9a
office, from which it will be dispatched.

ll.. Discussed with Win Dulles a replacement for Dr. Shackel-
ford, presently Army Department Counselor.

5. Phoned Fisher Howe respecting - and suggested that
any possible confirmation of this report would be of the utmost impor-
tance. I had previously secured undertaking to send 25X1A9a
to State a complete list of reports dealing with this subject. Mr.
Howe undertook to draft a cable to Mr. Kennan requesting any possible
confirmation. Later informed me he had done this.

9. Attended a meeting in ffice respecting the 25X1 A9a
25X1A2g downgrading - The big issue to my mind is whether the advance
represented by the security committee position is sufficient to justify
limiting the all-source concept. This is an extremely serious issue and
we shall have to be very careful in feeling our way on this subject.
10. Fisher Howe of State phoned and expressed substantial
concern at the EDAC intelligence working group. The difficulty which
State is having with this group relates to the fact that it is composed
of policy people and intelligence people and the intelligence group is
being requested to express views on policy. I assured him that I was in
entire accord that intelligence should not be required to express views
on policy. Fisher suggested as an alternative that the intelligence
support for EDAC be made a working committee of EIC and be separated
from the policy-makers. After some discussion, I indicated that I
would request a briefing from my people and have a chat with Fisher
early next week.
