1. Chatted with Col. Whipple, Chief of Technical Branch G-2, re-
specting CIA contacts with Technical Service. It appeared to me that it
would be profitable for representatives of O/RR and O/SI to have a chat
about t his whole problem with Col. Whipple and I have put it on the Agenda
for the next IADs' meeting. Later mentioned this to bothI Ind Amory. 25X1A9a
2. With Gen. Walsh chatted with Gen. Smith respecting the status
of the summary evaluation paper regarding Russian capability to injure the
U.S. Gen. Walsh indicated that all parties were dissatisfied with the JCS
contribution and that he felt that, given an additional month, it would be
possible for the senior working group to produce a much more satisfactory
study. The General concurred and requested me to draft an appropriate
random of notification to the NSC. I later requested
a draft of such a memorandum.

8. Lunched with .Adm. Wenger, at which time we had an extensive
discussion of the P/T problem. One of his ideas is that much more could
be done in restricting the dissemination and, further, that a reasonable
amount of sanitization would be helpful. I was in sympathy with this idea,

problem and indicated that it was immaterial to me whether the ultimate
memorandum was written by 0/NE or by Mr. Reber. All that I desired was
that the staff work be complete before the paper was presented to the DCI.

Warfare policy.
13. Gen. Smith transmitted to me a memorandum received from
Adm. Dennison enclosing a copy of Senator Sparkman's letter to the
President respecting the FTC report on oil and requested comment to be
signed by me for the General, to be delivered to Adm. Dennison by noon
on Tuesday. We gathered the pertinent papers and requested that such

of PSB respecting the Report and I requested to
collect items from my ary on this, and to collect items from
