25X1A2g 2. Chatted by phone with Gen. McClelland on the problem of -
I expressed a firm conviction that State would be unlikely to change
its position, and indicated some concern that in our recent talk 25X1A9a
had seemed to feel that continuing discussions with State would lead somewhere.
McClelland agreed with my views, and we determined to explore all possible

3. As requested, spoke with Mr. Dulles respecting Mr. Hoskin's (State)
memorandum on the Near and Middle East and with his consent passed it on for

and Chinese ivisions led me to believe that our OB Reports should in some
way indicate this difference affirmatively. A divisional or regimental tag
on a unit has no meaning unless the units are directly comparable in size and
equipment. I am asking to take this up with 0/CI, which should 25X1A9a
review the entire situation, including that relating to U.S. and other Allied
and-Russian infantry and armored divisions. During the War, when a similar
situation arose with respect to German divisional and other units, the device
was adopted of making OB reports in terms of U.S. equivalent of battalions.
