1. Informed General Weckerling of my recent talks with
and General Partridge on having join the Agency.

2. Mentioned to and later to DCI at the Deputies'
meeting, the desirability of a statute authorizing CIA to have general counsel
competent to represent it in Court. There is no existing statute and by a
strict interpretation of the law we could be required to rely on the Department
of Justice for representation. The - case indicates the type of con- 25X1A9a
flicts of interest that might arise. Colonel White made a note about this.

25X1A9a 3. Revised the factual memorandum respecting the - case
with I-, and subsequently with.DCI.
II.. Indicated to DCI my view that was sufficiently inn- 25X1C8b
portant that it should not be shown to the President until 0/NE had adequate
time to prepare a commentary.

6. Spoke to and stated that I would cooperate in
any effort to insure that his reports were transmitted freely to the 25X1A9a
Intelligence Offices.. He had already spoken on this with who
25X1A9a suggested continue to transmit such reports directly to me.
I secured reement that these reports might be disseminated to
the divisions and treated in a relatively routine manner. Passed this on

8. Spoke with Admiral Wenger and with Mr. Sheldon respecting
Admiral Wenger's recent letter on the sanitization problem. In substance,
I agreed in principle with Wenger and undertook to cooperate in his
effort.
9. At the NSC Senior Staff meeting on Tuesday, Admiral
Wooldridge indicated that he had discussed with General Cabell the
desirability of some setup to obtain a Commanderts estimate for the
President. I made an appointment with General Cabell to discuss this
informally on Thursday, at 2 P.M.
25X1A9a 10. Noted an item in the diary of O/SI to the effect that
had requested material on Soviet electronics capability for
publication. Spoke to requesting that 25X1A9a
such inquiries be referred to me. Also requested - to draft an 25X1A9a
appropriate general directive on this subject.
