1. At the General's morning meeting, obtained his consent to cancel the
IAC meeting,, there being nothing to bring before it but the revised SIE-5, which
all concerned feel can well wait a week.
2. Also at the morning meeting advised DCI of the meeting of the Board of
National Estimates and its concensus that NIE-40 should be dropped as an Estimate
because its assumptions are anomalus, its time limitation nullifies its use for
long-range planning, and because circulation of EIC contributions should be
adequate to service it, etc. DCI expressed no disagreement.

7. Attended PRO meeting -- a complete and inexcusable waste of time from
DD/I's point of view -- made my position very clear that the procedure should be
radically revised so that DD/I would not have to twaddle his thumbs and then pass
on details of measures and proposals he could not possibly evaluate on the basis
of information furnished. D/DCI, DD/A and DD/P all a greed that a complete re-
vamping of the procedure should be accomplished promptly.

10. Conferred with of Personnel on recruiting problems of
O/RR, particularly the position of Chief of Research, GS-17,

25X1 A9a 12. Conferred with on a proposed draft of functions for the
Intelligence Career Officer Selection Panel. Sent- to the meeting with25X1A9a
flat instructions to represent the DD/I Offices as unalterably opposed to the
present draft,, especially paragraph 3 b, which excludes, from the review pro-
cedures, any negative action taken with respect to an applicant by Security, 25X1A9a
Personnel or the Medical Office. later reported that DD/A reommended the
proposal for further study.

13. Conferred with - regarding the distribution of the National
Intelligence Digest. Also suggested to him that the recipients of the Digest
be furnished with a copy of Sherman Kent's diagramatic explanation of modifying
words, such as "rprobably, " almost certain," etc.
25X1A9a 14. Discussed with the advisability of a Special Estimate on
the Yugoslavian Economic Situation. I expressed some skepticism and he under-
took to produce concrete reasons why such an effort should be laid on. .
J. Called Col. Whipple., G-2, to protest the failure of G-2 to live up to
the promises made by Whipple at a meeting in August, attended by DD/I and most
of the IADs. Specifically called to his attention two requests for visits that
had been either rejected or diddled around for months. He promised action by
himself or Col. Cloverdale, to remedy the matter. I indicated that he better
had clear this thing up or I would present the matter to General Partridge.
16, 0/CI CIR for 7 November contained a rather alarming piece on the
deterioration of political stability in the Punjab, Sought opinions from 0/NE
and NEA and was assured that the picture was accurate as to facts but over-
drawn as to portent. Hence, dropped embryonic
thoughts of suggesting an IAC
estimate.
17. Discussed with Mr. Sheldon, Tripartite Conference at Saigon and action
to be taken 4s a result of LEB's talk mi.th Captain Layton and cabled report
thereon. Sheldon and had studied all the relevant documents, were in 25X1 A9a
touch with FI and,, upon receipt of finalized agenda, would prepare the necessary
briefs.

18. Also discussed special sensitive material from New York City: Sheldon
convinced this stuff is not worth the risks we are incurring in getting it.

attention.
19. Re NSCID No. 9 Sheldon gave me an interim report on negotiations with
the FBI over their differences. FBI is certainly taking a regrettable and
childish attitude. (See memo for the record dated 12 November.)

21. Re Supergrade positions - Agreed that slot now held by
objectively is worth only a GAS-15, but that for ins rale-:~purposes it would be
highly undesirable to have it downgraded during his incumbency. I promised to
fight for him on this.

11:00 to 1:00; therefore agreed to postpone the usual Friday briefing until
1400 that day.
