At the morning meeting stated that I proposed to turn down a re- quest from the National War College that it be added to the Distribution List of Special Estimates. The Director emphatically concurred. 2. D/CI requested certain information by late afternoon. See at- tached sheet indicating the agencies through which I obtained the informa- tion. The G2 contribution to it was discussed in the Pentagon at consider- able length with Colonel Smith, Lt. Col. Dusenberry, and others, including briefly - General Willems. and the appropriate area specialists 25X1A9a of 0/CI also participated in reviewing the contributions and in preparing Generally speaking, it was agreed that - should not concern himself with the internal administration of the Office of DD/I nor should he inter- pose himself between the ADfs or the Administrative Staffs and the appropri- ate DD/A agencies; rather he should concern himself with major problems, EG ceilings, space, critical recruitment needs, etc., which affect more than one DD/I office. Moreover, following up on the favorable reaction received 25X1A9a from by me, he should so far as possible integrate himself on the DD/A policies in the early stages of formulation. This whole thing will have to be played by ear for a while; however, much good should come from it. 25X1A9a li.. Conferred with who feels that he is in need of keep- ing himself currently posted on Intelligence. It was agreed that he should be placed on the routing downstairs of the IG copy of the daily Black Book. As to the Special Cable Folder, he would not be a regular recipient, but would be welcome to read specific cables that were pertinent to his work. 5. Alan Evans of State called re the Jug Study. He proposed that the, urgent need of the EE Desk and Policy Staff for firm factual data on which to judge policy proposals concerning Yugoslavia be satisfied by an EIC study. I concurred though warning him that 0/RR could do little more than assist in its co-ordination and contribute a few items on agriculture. He agreed that the bulk of the work would have to be done in 0/IR but valuable contributions could be secured from Federal Reserve Board, Commerce, Agriculture, and Treasury. State has two drafts of terms of reference and is willing to have its Mr. Mudd chair the actual, working party. I agreed that the EIC secre- tariat would (a) co-ordinate the 0/RR contribution (b) assist Mr. Mudd in every way to goad contributors into meeting deadlines, etc. This document is part of an Integrated file.
